We at CKS are excited to co-host with Paragon University the Benny Widyono Memorial Lecture dedicated to the memory of Dr. Benny Widyono, former head of UNTAC in Siem Reap, UN Secretary General’s Representative in Cambodia, Professor of Economics and Politics, and distinguished Board Member of CKS.
It is our pleasure to invite you to this event with Dr. Sorpong Peou and Dr. Bradley J. Murg on February 25, 2022 from 9:00 AM - 10:30 AM (Cambodia Time) via Zoom webinar.
Dr. Sorpong Peou, Professor of Global Peace and Security Studies at Ryerson University, Toronto will be delivering this inaugural lecture titled: Post-Cold War Peace Missions: Assessing UNTAC’s Legacies
This talk critically evaluates the performance and legacies of UNTAC (United Nations Transitional Authority in Cambodia), the first post-Cold War UN operation that combined peacekeeping and peacebuilding in a country torn by war for two decades. This critical evaluation focuses on how well the mission performed and what its legacies have been. The talk contends that UNTAC’s performance was not as effective as it should have been. It was effective in terms of its ability to repatriate Cambodian refugees and to organize and hold elections. Its failures however include its inability to take control of Cambodia’s administrative structures and to disarm the different political factions. Overall, positive legacies include economic reconstruction and development but they have been overshadowed by the limited success in the process of building political, judicial and legal institutions. Cambodia can no longer be considered a liberal democracy, nor can one conclude that the country’s rule of law has been well developed.
Dr. Bradley J. Murg, Associate Professor and Provost and Vice-Rector for Academic Affairs at Paragon International University, will serve as a discussant and moderator.

Australia a champion of Cambodian demining: CMAA

Australia has been a major contributor to mine clearance in Cambodia over the past 28 years, saving a considerable proportion of Cambodians from the scourge of landmines and elevating the Kingdom’s demining operations to top international acclaim, according to the Cambodian Mine Action and Victim Assistance Authority (CMAA).
CMAA first vice-president Ly Thuch said that Australia was one of the key supporters of the peacebuilding process in Cambodia in the late 1980s and early 1990s, playing a leading role in UN Transitional Authority in Cambodia (UNTAC) intervention, with retired Australian General John Sanderson leading UNTAC’s military component.
Since then, Australia has continued to support Cambodia “towards security and revitalisation” with substantial outpourings of humanitarian assistance, including in mine action, he said.
Thuch made the remark on April 28 at an exhibition held in the capital to mark the 30th anniversary of UNTAC and as part of the celebration of the 70th anniversary of diplomatic relations between Australia and Cambodia.
The exhibition is open from 7:00am to 9:00pm every day from April 29 to May 28.
Thuch said: “Since 1994, Australia has significantly contributed to mine action in Cambodia, saved many lives from the dangers of mines, and provided safety to rural communities to improve their livelihoods.
“This is a contribution that one should be proud of,” he said, in an apparent nod to Sanderson, who held the rank of lieutenant general during his tenure as UNTAC commander.
