Well I'm nearly convinced my statement was wrong, but when you have a citizen of your country in a foreign country even when they commit a serious crime they can receive consular assistance, this guy had become incapable of looking after himself by self inflicted or mental health and should have got some assistance not left to rot on the streets till dead. Would he then get consular assistance?
