No, you're not being sarcastic, you just don't understand how things worked. These buildings were built by Chinese or Sino-Khmers long before and all the way through the French protectorate. They weren't "implemented" by the French administration - they were built by independent private individuals.

Please, explain to us how they were build by private individuals when the deputy governor knows from oral history the French ordered the construction

When did the deputy governor say that? All I can see is this:

And what makes you believe that the deputy governor of Kampong Chhnang would have the first clue about architectural history? Oral history means nothing, it could be just as easily described as gossip.
