However, he didn't use it for coming to Australia this time.

Well Victoria gave him the green light on his exemption. It is a pretty glaring illustration of my earlier contention: a centralized federal response to the pandemic is wanted for this.
Shuffling responsibility and blame onto the States is an enormous error.
