What is the real reason for not implementing this program. Lack of guts to make a decision and carry it out incase someone makes a mistake, or just another means of keeping control of a situation and the people.

There are many areas where Australia (and other countries) could run such programs. But will the skilled worker ever go back to his homecountry once he has adapted to the much higher living standards abroad? I guess not.
