On a serious note, my main question is, has anyone done it within the past year or two, because I've heard the rules have changed and you have to pay a considerable amount. Someone mentioned a "friend" being here just two years and having to pay an extra $600. But Chinese whispers are alive and well.
If anyone actually has personal experience please let me know.

If you apply outside of the renewal period, then yes there are fines...so make sure to apply during the renewal period only.
There have been no changes.

Haha, no such thing. If he's working/owns a business he needs a WP, and will have to pay the retroactive fees for every year without.

Can someone be clear whether these are just standalone fines or are they fines on top of having to pay for the missed years of not having a WP?
Considering a WP is considerably more than $100 when done through an agent (because it's a PITA to do it yourself via the website) and if all you have to do is pay $100 for every year you've not had a WP, where is the incentive to get a WP? You may as well just miss a few years, eventually pay the $100 for every year you've missed, and still be quids in because you've either not had to pay the agency fees or you're paying the same amount as you would have done if you'd have done it yourself.

Or just lump your next employer with it, if they are too cheap to pay it, reconsider working with them

The issue is that if the MoLVT conduct an inspection of the workplace, anyone found to be working without a WP will be fined and face possible deportation, the employer who employed those without a WP will only get a small fine and a slap on the wrist.
It's pretty fuxking simple...if you want to work in a foreign country, do so legally by obtaining the necessary permits (correct Visa EOS and WP)... it's not difficult or expensive.
