Now make it international shame, maybe the big guy will have a word about this extra disgrace ?

Is there different levels of Okhna then?
I guess the ones with more cash are king.

You have to remember that for 95%, it's the only type of tourism spot they've ever known. If they enjoy it, who cares? I just hope the trash and zoos eventually stop. Only those who have lived/travelled abroad more extensively know that there are better ways. Sadly, they're rarely the decision makers.
Exactly: look at Kep beach< the sidewalks are laid with mats and chairs so the khmers can sit down , look at the sea and eat & drink< those that cant afford the $20 for the sea view just drive towards the white horse and picnic on the side of the road :-)
Umbrella's set on the beach have a full table and upright chair for eating, not lounging
these "nature" areas are not set up for western tourist's at all.
Monday morning its disgusting the amount of trash left between the crab market along the road to Kep Beach
In a nation run by swine, all pigs are upward-mobile and the rest of us are fucked until we can put our acts together: not necessarily to win, but mainly to keep from losing completely. HST
