Yes, just those travelling from/with a 2 week travel history from those 10 countries.

Jetstar Asia gets approval to operate VTL flights from Bangkok and Phnom Penh into Singapore

SINGAPORE - Budget carrier Jetstar Asia has received approval from the authorities to operate designated flights from Thailand and Cambodia into Singapore under a quarantine-free travel scheme, ahead of the scheme's expansion to six more countries next week.

The carrier said on Tuesday (Dec 7) that it will operate up to five vaccinated travel lane (VTL) flights a week from Bangkok to Singapore from Dec 15.

It will also operate five weekly VTL flights from Phnom Penh to Singapore from Dec 16.

Under the VTL scheme, inbound travellers who are fully vaccinated against Covid-19 do not have to serve stay-home notice on arrival in Singapore. But they will have to book designated flights, and undergo several Covid-19 swab tests.

Singapore will extend the VTL scheme to travellers from Thailand from 11.59pm on Dec 13.

The scheme will be further expanded to travellers arriving from Cambodia, along with Fiji, Maldives, Sri Lanka and Turkey, from 11.59pm on Dec 15.

I'm just looking at flights from London to Phnom Penh via Singapore for later in the month or early Jan.

It's much cheaper to buy the leg from Singapore to Penh separately.

I've split journeys like that before but not since Covid started - just looking for any tips/warnings about doing it this way.

I'll be triple vaccinated and carrying a recent negative PCR.

Are you thinking of using two airlines? If so, how are you going to get you and your luggage checked all the way through to PP?

If they codeshare I think they can do it, but if you just book Singapore Airlines (for example) to SIN and a separate airline from SIN to PP, then how are you going to get your boarding pass for the second leg without going through immigration, baggage reclaim, customs and then checking into your airline for the SIN to PP leg?

In times like these I think you want to keep travel arrangements as simple as possible and book directly with just one airline if at all possible.

Anyway, there was one consistent rule throughout most of the pandemic. If you were transiting, the entire trip had to be on one ticket, with restrictions on the number of permitted layover hours.

Anyone knows something about flights to Siem Reap?
The airport is open...why there are still no flights from BKK..

Two Airline Companies Scheduled to Reopen Flights to Siem Reap Next Week
AKP Phnom Penh, December 11, 2021 --
Two airline companies, Singapore Airlines and Lanmei Airlines, are scheduled to reopen their flights to Siem Reap province from Dec. 17 onward.

The news was shared recently by Mr. Ngov Sengkak, Director of Siem Reap Provincial Tourism Department, adding that the flight reopening followed the Royal Government of Cambodia's welcome to fully COVID-19 vaccinated tourists to the Kingdom.
This is a good news for tour operators in Siem Reap who may consider starting to resume their business activities after being affected by COVID-19 in past two years, continued the director.

According to Mr. Ngov Sengkak, Singapore Airlines will operate daily flights from Siem Reap to Singapore and vice versa.
Lanmei Airlines, he added, will operate its flight from Phnom Penh to Siem Reap, Siem Reap to Bangkok and Bangkok to Siem Reap twice a week.

‘Just surviving’: For Cambodian tourism, recovery out of sight
Siem Reap is welcoming few foreign tourists weeks after Cambodia opened its borders to vaccinated travellers.

Siem Reap, Cambodia – Chheut Dina was only a few days into her reduced shift cleaning Siem Reap International Airport when she was told not to come back to work.

After 10 months with practically no tourism, the airport dropped its contract with Dina’s employer in December 2020, forcing her to cut spending on her family of seven and refinance an $11,000 loan she took out before the pandemic. HCC Angkor, a cleaning company majority owned by France’s Vinci Corporation, had earlier reduced Dina and her colleagues’ employment to just one month out of the year due to COVID-19 restrictions.

“Sometimes my kids, when they don’t have to study, they go to the pond or creek or lake to catch fish or snails and vegetables, so we spend less than [before] but we eat less proper food than before,” Dina told Al Jazeera.

With support from her union, Dina and the other HCC employees complained to the company, frustrated that management refused to confirm if they had been fired or just suspended.

The uncertainty around their future has been especially frustrating since the airport started to receive international flights following the country’s reopening of its borders to vaccinated tourists last month.

Although Cambodia has reopened to international travellers, its tourism centre of Siem Reap, home to UNESCO World Heritage site Angkor Wat, is still reckoning with its reliance on foreigners and the long and unpredictable path towards recovery from the pandemic.

Cambodia’s Prime Minister HE lifted quarantine measures for all vaccinated travellers on November 15 – a step beyond Thailand’s reopening, which this week reintroduced seven to 10 days of quarantine for foreign arrivals, except those visiting the Phuket “sandbox,” in response to the Omicron variant.

Arrivals, however, have been few and far between. Before Singapore Airlines resumed its service last week, the city’s airport had not seen a single international flight for 20 weeks.

The one thing that they could do to increase the amount of travellers arriving in Cambodia is to bring back the VOA. Sort all the problems out on insurance, vaccinations, quarantine etc after they have arrived.
