Former Cambodian premier Prince Norodom Ranariddh dies at 77

PHNOM PENH, Nov 28 (Reuters) - Cambodian former prime minister Prince Norodom Ranariddh, the current king's half-brother, who spent his later years in the political shadow of his one-time rival Prime Minister HE, has died in France. He was 77.

The prince, whose royalist political party won elections in 1993, was ousted in a 1997 coup by coalition partner HE, who remains Cambodia's authoritarian leader.

HE said in a statement on Sunday that he and his wife were "heartbroken" at the news, calling Ranariddh "a dignitary, (a) member of the royal family who was patriotic to the nation, religion, the king".

Ranariddh was the most political member of Cambodia's royal family in recent decades, leading his Funcinpec party in elections for years after he was ousted.

But in 2017, he dismayed Cambodia's weakened opposition by backing the dissolution of another party whose leader was jailed on treason charges. HE has since effectively sidelined all opposition and now presides over a one-party parliament.

Explaining his position, Ranariddh told Reuters that year: "... HE, you want or you don't want, you like him or you don't like him, he brings about this national unity."

His younger half-brother, King Norodom Sihamoni, has occupied the Cambodian throne since the abdication of their father, King Norodom Sihanouk, in 2004. Sihanouk died aged 89 in 2012 in Beijing.

Lao Mong Hay, a veteran Cambodian analyst, said Ranariddh had lacked the political savvy of his father.

"He was soon outwitted and overthrown by his far more talented rival," Lao Mong Hay said, citing a Cambodian proverb that 10 learned persons are less than one talented person. "So Norodom Ranariddh happened to be one of those 10."

Ranariddh's career reflected the way HE has neutralized rivals since defecting from the Khmer Rouge "killing fields" regime in the late 1970s to help drive it from power.

HE led the Vietnam-backed Communist government in Phnom Penh for more than a decade while the Khmer Rouge waged a guerrilla insurgency.

The royal family lived in exile during this time, headed by former absolute ruler Sihanouk, who had led Cambodia to independence from France and abdicated a first time to enter democratic politics and become prime minister before the Khmer Rouge takeover in 1975.

Ranariddh was working as a French law lecturer when his father called him to contest the 1993 elections organised by the United Nations as part of a peace process.

With royalist sentiment strong, Ranariddh won the elections. But when HE threatened a return to war, a political deal resulted in a coalition government making Ranariddh "first prime minister", HE "second prime minister" and returning King Sihanouk to the throne as constitutional monarch.

The uneasy coalition lasted four years before Ranariddh was overthrown by forces loyal to HE and driven into exile.

After international pressure, Ranariddh was allowed to return and contest elections a year later, but he never again came close to winning and entered into on-and-off alliances with HE.

The Prince lost his wife in a fatal car accident in Sihanoukville, Cambodia, in 2018, while campaigning for the Funcinpec Party.

I like how they completely ignore his role in the CGDK - which was basically just a cover organization that gave legitimacy to the Khmer Rouge.

Lots of fellas in suits standing around independence monument, like it's to the point where they almost look on par with office workers back in the west. His celebration will definitely be one for the books.

The body of Samdech Krom Preah Norodom Ranariddh, President of Supreme Privy Councilor to His Majesty the King of Cambodia and President of the FUNCINPEC Party, arrived here this morning at 11:00 am on a special flight from Paris, France.

Samdech Chaufea Veang Kong Sam Ol, Deputy Prime Minister and Minister of the Royal Palace, Samdech Krom Preah's family, and many other royal family members welcomed the royal body at Phnom Penh International Airport.

Samdech Krom Preah's body will be kept at his royal residence on Samdech Pan Street for religious ceremonies.

The Royal Government in a recent directive announced to set Dec. 8 as an official mourning ceremony where all flags at public and private institutions must be flown at half mast.

All entertaining programmes on both public and private TVs are also ordered to be postponed on that day.

The royal body will be cremated in the morning of Dec. 8 at Botom Vattey Pagoda in Phnom Penh.

Samdech Krom Preah Norodom Ranariddh passed away in Paris on Nov. 28, 2021 at the age of 77 years old from illness.

Samdech Krom Preah was born on Jan. 2, 1944. He is the second son of the late King-Father Samdech Preah Norodom Sihanouk and a half-brother of His Majesty King Norodom Sihamoni.

Samdech Krom Preah was the First Prime Minister of Cambodia between 1993 and 1997 and President of the National Assembly from 1998 to 2006.

The government set December 8 as the day of mourning for the late Prince Norodom Ranariddh who passed away on November 28 at the age of 77.

In a circular dated December 3 and signed by Prime Minister HE, all ministries, institutions, schools, hospitals, military bases and pagodas as well as the general public are instructed to fly the national flag at half-mast.

“The prince performed a great many good deeds for nation, religion and king. On December 8, all radio and TV channels, state and private, must postpone the airing or broadcasting of entertainment programs of a cheerful nature,” HE said in the circular.

Cambodia News, (Phnom Penh): A high-level delegation of the National Assembly (NA) led by its President Samdech Akka Moha Ponhea Chakrei Heng Samrin paid last homage to the late Samdech Krom Preah Norodom Ranariddh, President of Supreme Privy Councilor to His Majesty the King of Cambodia, and President of the FUNCINPEC Party, at the residence of the deceased on Samdech Pan street in Phnom Penh this afternoon, on 6 December 2021.
