Online Scammer Promising Money and Gold Busted in Stung Treng
Cambodia news (Stung Treng): On Friday, 3 December 2021, the National Police Commissioner Stung Treng Provincial Police, in cooperation with the Department of Technology Crimes, investigated and arrested a man named Kong Seila in Stung Treng Province, in connection with an online scam, using Hwe Kmn's Facebook account and live streaming which promised the distribution of much money and gold.
The specialized forces of the provincial police commission are preparing the case to be sent to the provincial court for trial.
All citizens are asked to report to the police directly if h/she has been cheated by a person named Hwe Kmn on Facebook. Victims may contact the Stung Treng Provincial Police or call 088 52 82 999 and 031 22 72 777 directly.

He gets some leniency for a common Cambodian mental illness.
This photograph very clearly demonstrates that he has that cruel affliction that many suffer from here, including every single one of his victims - ie, the susceptibly to total hypnotisation by banknotes and gold.

So what was the plot of the scam, how did it work ?
It can't just be him randomly sending the above photo, then promising some of the cash / gold, then request the victim to transfer him money, right ?
Magic moneytree, fake financial investments, MLM, afterlife ticket for heaven, blackdollars to be washed, etc etc, what was the tale ?

Fake Facebook millionaire busted with ‘ghost money’
Stung Treng Provincial Court yesterday charged and detained a man accused of circulating more than two million counterfeit dollars via Facebook.
According to court documents, the accused was identified as Kong Seila, 29, a farmer living in Thalaborvat district’s Sre Russei commune.
He was charged with “Fraud and Circulating Counterfeit Currency and Banknotes” under Articles 377, 378 and 647 of the Criminal Code. He faces from five to seven years in prison.
Stung Treng Provincial Anti-Cybercrimes police officer Major Keo Vanny told Khmer Times yesterday that last Thursday, the accused made a live video on his personal Facebook account, which uses the name “Hwe Knm”, claiming to be a millionaire.
He said that he had jewellery and $10 million in cash to distribute to those that “liked or shared” his video. He also solicited people’s phone numbers and bank details, saying that he would send gifts of cash and jewellery.
Maj Vanny said that during the live video, Seila showed a pile of US bank notes, gold necklaces and other valuables, and that many people viewed, liked, or shared his online show.
Maj Vanny said many viewers sent their information to the man then felt cheated when they did receive any of the expected cash so they alerted the police.
He said that after receiving multiple complaints from people, police investigated and located the suspect at home in the commune’s Sre Russei village where he was arrested and police seized more than two million dollars of counterfeit “ghost money” notes and some fake jewellery.
“During interrogation, the accused admitted he committed the offense, saying that he did it because he wanted to attract more people to view, like and share his live video in order to earn money from Facebook,” said yesterday.
“He said that he was unaware that his acts were illegal,” he said.
