I am planning to travel to Cambodia sometime this December or January. I have been reading about Cambodia's phased reopening. They mention that if you are fully vaccinated you will be able to stay in certain areas of the country after November 30 and not need to quarantine if you test negative on arrival. Does anyone know if Cambodia considers one shot of the Johnson and Johnson vaccine as fully vaccinated?
If it's any consolation, Cambodia has approved the use of J&J vaccine, focusing on citizens in remote, hard-to-reach locations. The one-shot vaccine means no further need to trek back into the mountains, etc. for a second jab.
Yes, J&J single dose accepted. With regards to quarantine free entry, the details of the "sandbox" type scheme are still very vague, there are a couple threads dedicated to the topic.

Averting the need for a second jab is important but maybe also is that the J&J vaccine's storage conditions only require refrigeration temps (2-8 C) while the mRNA vaccines require minus 60 C (dry ice).

J&J will also require more shots as far as I know? They just getting it approved. But definitely the storage requirements are more suited for our neck of the woods
Cambodia is now open for vaccinated people. But having one shot of any vaccine does not quality for that. I would recommend you get your second shot. That way you avoid a 2 week quarantine.
