Cambodia News, Kampong Speu: There has been some public criticism of the Kampong Speu Provincial Court decision to release 3 illegal gamblers after the police cracked down on a cock-fighting arena at the bamboo plantation in Dambang Venh village, Sangke Satop commune, Oral district, Kampong Speu province on November 5, 2021.
It appears that in the case of Mr. In Saran, Director of the Department of Relations with the National Assembly, Senate and Inspection of Kampong Speu, the authorities released him immediately without any charges, because the Kampong Speu provincial police chief affirmed that his release was not relevant to the present case.
The illegal gambling site is known to belong to an influential military officer in Zone 3 in Kampong Speu province.
According to the source, during the crackdown, the Oral district police arrested and handcuffed four people who were cockfighters and gamblers: First, In Saran, director of the National Assembly Senate Relations and Inspection Department in Kampong Speu province. . Second name: Lip Lim, owner of a pig slaughterhouse in Stung Meanchey, Third name: Chea Koeun, a military officer of the 3rd Military Zone, and 4th was Hak Leap, the owner of the business.
The same source said that the four people arrested in the cockfighting arena would normally be sent to the Kampong Speu Provincial Court for legal proceedings. In actual fact, at least two people were released immediately after intervention from the back of the cockfighting ring: one was a military officer, and the other was identified as In Saran, director of the National Assembly Senate Relations and Inspection Department in Kampong Speu province.
The case of the cockfighting gamblers was confirmed to be sent to court on November 8, 2021, to carry out the punishment according to the law. As for Major General Sam Samoun, the police commissioner of Kampong Speu province, he confirmed, “Police have conducted a raid against a cock-fighting arena, we detained four people, and after a thorough search we sent the case to the court for legal action."
A spokesman for Kampong Speu Provincial Court could not be reached for comment on their decision to release the men.
