Now in hospital, the girls had caused the accidental death of his puppy
PHNOM PENH--Kratie Municipal Gendarmerie Commander Tep Huy was arrested on Oct. 30 for allegedly committing violence against two girls who were domestic workers at his home.

The two girls who are cousins and are both 12 years old are currently being treated in hospital.

Brigadier General Eng Hy, spokesman for the Royal Gendarmerie of Cambodia, said on Oct. 31 that the military police will take strict action against the perpetrator.
"Please people: Trust the royal gendarmerie while building this case: Send it to court to follow the law," he said.

According to Chhin Sokkheu and Pin Top, the girls’ mothers who gave interviews to NGOs, the media and on YouTube from the hospital, the incident took place during the evening of Oct. 24.

As the mothers explained, in retaliation for Tep Huy’s daughter who kept shouting at them, the two girls put the puppy in water, accidentally causing its death.

This prompted Huy to pull the two girls by the hair and hit them on the head. He then forced them to eat the dog’s feces and sleep in the dog’s grave, the mothers said in interview.

Huy then called the girls’ parents to his home and forced them to sign a letter to the effect that they would pay him $100 per month for 3 years for the killing of his dog, the mothers’ victims said.


The parents then filed a complaint with the court. Upon hearing this, Huy requested a mediator from the Kratie Municipal Gendarmerie, first offering the parents' victims 20 million riels (approximately $5,000) and later on as much as $20,000. But the families refused, the victims’ mothers said in interview.

Brigadier General Eng Hy said that, along with 42-year-old Tep Huy, other individuals involved in the incident have also been arrested.

It's hard to accidently cause the death of a dog, irregardless of the age, in bath water. Unlike humans, pups and dogs are natural floaters. The girls had to have held the pup underwater. However, that does not condone his act. But the media is vague about the "beating", coz at that age even I've gotten beatings for my stupidity and lack of discipline from members of my family who were military.Disciplining session is different from a whacking.

Children killing small animals, is a red flag.

I'll wait for both sides of the story before picking up my spears.

If, as reported, he believes in the rule of law then why didn't he follow it when his dog was supposedly drowned? Nothing adds up here and having 12 year olds in servitude is almost certainly where things started to go wrong.

Kratie major placed in pre-trial detention over assault on girls

The Kratie Provincial Court investigating judge has placed Kratie town Military Police commander Tep Huy and his deputy Kim Sovannarith in pre-trial detention on charges of torture, aggravated brutality and aggravated intentional violence for assaulting two 12-year-old cousins who worked for Huy as housemaids.

The girls’ families expressed their satisfaction with the court’s decision.

A court press release obtained by The Post on November 1 said the prosecutor had received the criminal case involving Huy and Sovannarith from the judicial officers of the Kratie provincial Military Police.

According to the press release, after looking into the case and questioning the suspects the prosecutor referred the case to the investigating judge who then charged the 42-year-old commander with torture, aggravated brutality, aggravated intentional violence and making death threats against the victims under articles 211, 219 and 233 of the Criminal Code.

The offences all took place on October 27 at the Leang Huy car and motorcycle sales shop and phone shop in Kratie commune’s Trapeang Pring village of Kratie town and on October 28 at Rokar Kandal commune’s Rokar Kandal village in Kratie town.
