Some remarks are, indeed, going to far. Having said that, I do not understand why some keep talking about character assassination. The man is caught on tape trying to bribe an officer. There is nothing left to assassinate. He did it to himself. Dont blame the messenger.
In the real world, people who do sign papers would be re-scheduling appointments with Mr. Berg. Given that the latter has plenty of time for running a small food outlet, it might not be a problem.
The small story is going to have some impact for the local business community if the American Chamber does not get its act together and at least tries to assure some compliance. On the up side, it provides a good introduction for companies considering business opportunities in Cambodia. Be careful when shaking hands.

As it stands now, the news report here is a mere amplification of the lady's Facebook post and video, plus a complete CV incl. portraits of the business owner that make it really easy to find the thread tied to him on Google.
Hardly an unbiased report.
