It's more than 100% of the target, not of the population. :?
Vaccination of boys and girls aged six to 12 has surpassed initial estimates of 1,897,382 to be vaccinated (based on 2019 census) with more than 1,907,695 having received their first dose of the COVID-19 vaccine.

I have to say the only reason I can think of to utilise the census is to get the population number, as 2019 was too early, even late 2019, when it was still the flu.

1,897,382 eligible to be... might have helped, the census didn't, and there has obviously been a mini baby boom (lockdowns), or their projected death rate is lower, by the same amount..

Haha, I don't think there's a single person who thinks you can vaccine more than ALL of any group, it's just funny the way the Khmer Times (wrongly) worded it.
