OK so any thoughts of judging the number of cases in Cambodia by following the death numbers is - like the official case numbers - a dead end.
Corpses No Longer Tested for Covid-19 in Provinces

Provincial authorities say they are no longer testing dead bodies for Covid-19 as part of a change in policy as the country pursues a gradual reopening of businesses and tourism, though Phnom Penh said it had yet to make the change.
Covid-19 infection numbers plunged to around a quarter of the previous trend on October 1 after Prime Minister HE ordered a reduction in testing as part of “learning to live with Covid-19,” and this week deaths also roughly halved starting Monday.
Kampong Speu governor Vei Samnang said he had received HE’s instructions to stop rapid testing on corpses.
“It was only us that was doing it, so we are implementing it like other [countries], and our goal is that we will no longer poke into all corpses,” Samnang said.

Phnom Penh governor prepares a proposal to the Covid-19 Commission to consider reopening clubs, bars, and karaoke in Phnom Penh

Cambodia News, (Phnom Penh): On November 3, 2021, the Governor of Phnom Penh, Mr. Khuong Sreng, told the English-language media in Cambodia that he was preparing a request to the Covid-19 Commission to allow the reopening of the clubs, bars, and karaoke. This plan comes after the official reopening of the Cambodian socio-economic community by Prime Minister HE on November 1.
However, it should be noted that, on November 2, the Governor of Phnom Penh, Mr. Khuong Sreng, ordered the 14 Khan authorities to strictly implement the administrative measures of the Capital Hall to temporarily suspend the opening of high-risk businesses, including karaoke, bars and discos, until November 11.

India-made COVAXIN Granted EUA Licence

Cambodia today granted an Emergency Use Authorisation (EUA) licence for India-made COVAXIN vaccine against COVID-19.
The vaccine is for active immunisation of individual of 18 years old and up for the prevention of coronavirus disease 2019 (COVID-19), according to the COVAXIN’s description.
COVAXIN is manufactured by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR) – National Institute of Virology (NIV).
The World Health Organisation (WHO) issued emergency use listing (EUL) for COVAXIN on Nov. 3, 2021.
Cambodia has so far issued EUA for China-manufactured Sinopharm and Sinovac vaccines, the AstraZeneca developed by the University of Oxford, and Russia-made Sputnik V, CoviVac, Sputnik-Light, and EpiVacCorona.
As of Nov. 4, 86.87 percent of Cambodia’s total population of 16 million have been vaccinated against the COVID-19 pandemic.

Dr Gotleib, former FDA commissioner, predicts Covid will be history in the New Year in USA due to latest anti-viral developed by Pfizer. The vaccines will go a long way to preventing people from getting sick. The anti-virals by Pfizer and Merck are up to 90 per cent effective in keeping people out of hospitals or dying if they do get sick. This is clearly a sign of hope:

Competition is the best form of equality there is.
Pfizer’s success has already bred competition from Merck and others.
Or would it better the government chooses who are the haves or the have nots, depending on political patronage and votes?
Sorry, I don’t trust the government to do the right thing.
Plus the shareholders are the retirement funds of millions of people. Me being one of them.

So you want your pension to be improved by a fraction of a % instead of making the treatment globally available to all at prices that can be afforded? An extra Red Lobster dinner every 6 months, because that's the type of difference it would make. (By the way, Pfizer went up by 9% yesterday, but that still below it's August high, so I wouldn't get to excited if I were you. Oxford Astra Zeneca developed their vaccine, with British taxpayers funding, and sells it at cost. All the rest are having a party with this pandemic and it's time to pull the plug on this racket. These vaccines and treatment drugs have not taken 10-15 years of high cost and high risk development and testing, which is the sole reason that drug companies are allowed to charge what they like during their 20 year patent protection period. They have knocked this lot out in less than a year, so what's the justification for gross profiteering?
Of course, it won't happen, politicians are too easy to bribe with campaign contributions, promises of seats on the board when they get booted out by the electorate and, of course, the supremacy of the stock market. But at least there is still some decency in the world.
