This whole things smacks of a group of a few people drafting a set of rules and nobody being charged with finding fault with it, so the rules are workable and fit for purpose from the outset and to avoid multiple ammendments later. In other words, the wrong people for the job. They should of hired you @PSD-Kiwi

Is this an example of avoiding people losing face when their work gets handed back to them with their oversights being pointed out to them?

I think so doc. I wonder if the English translation doesn't also bring in some poor phraseology through bad translation?

Khmer, rather like the French, can take a long time to say very little. By the time that it's translated, the essence may be there, but the clarity lost. Just look at one or two misleading CEOnews reports recently, where all sorts of confusion began with a poor translation, repeated verbatim.
If someone junior is going to challenge someone senior about a translation or an approved document, they'll need to be very secure in their convictions I think.

With a short attention span, and low patience, getting beyond the first few paragraphs will be a big task. The result will be that the lazy bureaucrat will revert to what they knew previously, or what they thought they knew.
If the rules are rolled out on the same day as they go live, there will be little chance to ask fundamental questions, like
what does that actually mean?

Yes, I think translation plays a big part here.

For instance I assume the word 'tourist' is a faulty translation for 'traveler'.

If you're government officials or business person or family of those and vaccinated 3 days quarantine
Others vaccinated 7 days quarantine
Non vacced 14 days quarantine
That's my understanding of the new rules
Covid knows to stay away from officials and business person's.

Well-spotted. I've noticed that the Khmer news translations often use the word "tourist" for foreign residents, so that could well be the case here.

do we still have to quarantine at the hotel or can we go stay at our home and quarantine there? any one have info on this?

In your dreams mate, it's an overpriced hotel for us hoi polloi, diplomats and the ruling elite can isolate at home for 3 days or less. More like not at all.

It's between 3 and 7 days depending or how connected and organised, but it's going to be 7 for most people.

14 Days for anyone showing up unvaccinated, but they won't let you board a flight out of here without being vaccinated, so you might as well get in done before you come.

seems for the foreigners and 7 day quarantine no info if you need a visa ( VOA?) or if ur extension is valid

same goes for unvacc'd travelers?
