Singapore air PCR tests

You will be required to present a negative PCR test result to enter or transit in Singapore
Travellers aged 3 years and above, including Singapore Citizens and permanent residents, will need to take a pre-departure Covid-19 PCR test within 48 hours before their scheduled flight departure.

Please note that self-administered PCR tests will not be accepted for entry or transit through Singapore. You may refer to the list of MOH-recognised and approved PCR test providers here.

Travellers who have remained in the following places in the last 21 days before departure for Singapore are also exempted from this requirement: Hong Kong SAR, China; Macao SAR, China; Mainland China; and Taiwan, China.

That's bad news. At the moment Singapore Airlines is the only Airline with good and reliable connections between Europe and Phnom Penh. I hope air connectivity will improve once Cambodia is open for international tourists.

If you transit Singapore on way to Cambodia you need the test done within 48 hours of arriving in Singapore and within 72 hours of arriving in Cambodia?

Yes.
And from the point of view of someone travelling from Europe, it’s no big deal, other than the swab test being a pain in the arse. Or nose, if their aim is good enough.

Singapore has tightened up the timing a little. But with so much more capacity for testing, it seems quite manageable. Even with the longest transit that I would contemplate (9hrs) it’s not that big a deal.

No...

Cambodia's requirement is test no more than 72 hrs prior to departure.

If transiting via Singapore though, the test must be conducted no more than 48 hours prior to departure.

The timings are no more than xx hours prior to DEPARTURE from first international embarkation point....NOT within xx hrs of ARRIVAL. So it doesn't matter how long your journey, including lengths of transit, is.
