Just as I predicted. See how the Pchum Ben experiment works out and open (or not) based on the outcome. They'll need to step up the testing though, but I doubt they will. Death numbers will be more telling but they'll take more than two weeks to tell their story.

Looking at the overall picture of the times, the world is looking for a cure or at least slow down the pandemic. Covid19 is still making the numbers on a daily basis, we see a good recovery of people who had become ill with the virus, but we unfortunately see the ongoing death rate too. The risk of illness and possibly death will be the best words of wisdom to make people think twice about any travel, edging their own thoughts on that of safety and well-being, staying in the safe surroundings of their home and homelands.
Before the pandemic, Cambodia was experiencing exceptional growth in the country's economy, the clothing and textile industry was doing well with the US then followed by the UK being that of the top buyer's, the ongoing but seemingly problematic trading by the European Anything But Arm's was still an attractive deal.
But now the country were turning there growth towards the investments of another country, of course China became an attractive benefactor like it has to many other countries due to the belt and road project. China was investing heavily in Cambodia, towards benefits of economic growth, commodities and structure we're indubitably making the country stronger. There was huge investment from the Chinese government and private sector, this effect would be the opportunity of the middle class, property rentals were to become a premium price. Investment from China could be seen in the whole country, but nowhere near what was happening in Sihnookvilla, with a building boom never experienced before, hotels and casinos we're to grow upward together building towards the sky. Cambodia saw an horde of Chinese tourists like never before. But since we have seen some changes to be made by the Chinese government, such that bought the ban on the online gambling sites to become illegal activities. With a number of things along with the outbreak of Covid19, border closers, unavailability of tourist visas, and not least, travel disruption, lockdowns and curfews.
In all seriousness what tourists are Cambodia wishing to seek. Firstly I would think that they would need to open up the country to normal operation, travel, shops, accommodation, restaurant's, and all with little or limited restrictions.
Always "hope" but never "expect".

with vaccinations that evidence is showing don't work, which is why they have to keep cranking out "booster" shots every 6 months

The only way this works is if they continue to test and accept the high infection numbers (look at Singapore), OR they ramp down the official testing and rely on people to buy the $2 home tests and self isolate.

They have done a remarkable job getting people vaccinated and have dramatically reduced the death rate. Time to start opening up.
