I know that agents are prepared to change their visas over for one of the E EOS, but I have noticed that comes in at quite a cost over and above the normal agents and Immigrations price of the EOS.
The Government has been extremely generous by granting automatic extensions/waiver of overstay fines for those "stuck" here on expired Tourist Visas, I am very surprised that they haven't put an end to it yet, but with all the talk of potentially opening back up I predict it won't be long till they do end the exemption. The DoI made a good decision to allow conversion from an expired Tourist Visa to an EB EOS, at least that allowed for those stuck here to work legally without fear of repercussions, and the $100 conversion fee on top of the Visa fee is peanuts considering these people have been staying in Cambodia visa free for well over a year.
This is very true, but some agents prices for conversion I recall are up to $200 above the 1 year EOS fee. That's where the cashing in comes into play.
For the one's that don't work and are basically sitting the time out until the borders reopen and movement becomes less restrictive, I don't blame them not changing too any of the longer time visa (EOS), because of a cost that is waived in their favour. Very good of the countries authorities to do something like this at a time of foreigner's need.
Always "hope" but never "expect".

Yes. Thanks for the info psd kiwi, lesson learned, the hard way.

I have been coming back on year long businesses visas and never considered it. I guess it would have been nice to have had it pointed out to me by either the Cambodian consulate in London or immigration on arrival, but failings on my own to assume really.

My naivety. Shall I change the topic to naive expat makes visa error. Ha.

O well, some ganzberg crates all around just in time for pchum Ben.

Live and learn.
