I wouldn't worry about the DHL terms, just send it.

The chances they find it and cancel the shipment are serious because if you don't pack the parcel in front of them they will run the parcel through a scanner and might find it.
DHL are very keen on a few things. Batteries are one for instance, cards are another. The risk they run when transporting those doesn't outweigh the fee they receive. If things go wrong with it.....

I think I've gotten cards sent via DHL. Just put it in a letter and it will just be considered a document.

my cards can be activated online or with a phone call ( citibank, siam commercial bank, chase)

If a card is direct from the issuer then that is OK.
A long time ago when courier companies did accept cards there used to be a scam whereby the card sent in the shipment was actually a fake. The scammers kept the real card. While the supposed card was in the courier company's possession the scammer or accomplices would then spend loads on the real one and then complain later to courier or the card company that it must have been someone in the courier company using the card and get a refund. That's one of the reasons they won't accept them now.

Declare as "personal mail" or "documents" and you won't encounter issues whatsoever.
