Electric Fence Kills One and Injures Two Others as They Took Shelter from a Storm
Cambodia News (Kompong Thom Province): On September 24, 2021, at 8:30 pm in Osala village, Kompong Svay commune/district, three people were the victims of a DIY electric fence set up by the owner of the house, Say Sokkhoy.
Three youths were involved in the fatal accident : a 16-year-old boy, Phorn Kha, was killed, and the other two youths were injured due to electrocution: Say Vy, an 18-year-old boy, and Thea Bunthorn, a 20-year-old man.
Before the incident, the victims tried to escape from the rain by taking shelter at the fenced house that belonged to Say Sokkhoy, but they ran into a death trap because the fence was electrified. After the incident, the house owner was arrested for setting up such a deadly trap.

IMO, nothing at all wrong with installing an electrical fence around your property, hell, turbo charge the fucking thing if you want.
But it ABSOLUTELY MUST be used with clear signs notifying people of the hazard. I think that's what might trip him up legally. Had he done that, he might have no problem.

No, it's illegal to put deadly booby traps and devices around your property.

It would be absolutely useless to do so in many cases, first you would need to know how to write. Second you need to be able to read. i've often seen signs, sometimes in red paint, in different places, and I can not read or write anything but English (UK English) but its clear to me they just mean keep the feck away..... hardly a need for other languages
