Great question. From our experience, papers are only served to people who hold a passport of the country of origin. Cambodia, however, does not serve court papers in the same fashion as some Western nations. An Okhna, for example, is a Cambodian citizen who is established in the country. This means that if for some reason there was a need to produce certain documents to them, the originating party that intends to serve them documents would simply get in touch with their respective office. That method of serving documents is known as "Service by Mail". This also means that the originating party would have to submit a ""Leters Rogatory" to the Cambodian court. This is a lengthy process and does not require any process serving company to facilitate it. Depending on how high profile the recipient is, diplomatic discussions may also accompany the entire process.
