Yes well done indeed. However, I get the feeling that we only hear about the ones who get sentenced, when many others are still getting a slap on the wrist. And in this case, now that they have announced the maximum sentence, the perp will probably appeal and get time off for good behaviour, which will probably not be 'newsworthy' and will not be reported.
But in general (haha, sorry for the pun), it's good to see that it's no longer socially acceptable when drunk officers (generals) fire off their weapons when they get upset, even if they don't hit anyone. It's taking time, but the head guys can see that this is not a good look for the Cambodian police and armed forces. Officially, officers are not even supposed to be carrying their gun when off-duty, but that regulation doesn't seem to have had much impact so far. (From what I read here, it still happens far too often.)

I was thinking that the fact the victim owned a Range Rover and is obviously cashed-up (a quite likely well connected), and the fact his wife lost their baby, it might have been impossible for the General to buy his was out of this mess. Prosecutor appeals decision in road rage case
Phnom Penh Appeal Court prosecutor-general on Friday appealed to the Supreme Court to overturn the decision of the trial chamber to revise the accused Duong Nakry’s charges and drop his sentence from ten years in prison to only five, with two years suspended, for attempting to kill a man and his wife while in a fit of road rage in Chamkar Mon district in 2019.
According to the complaint dated on Friday, the prosecutor-general said that “the decision of the judges’ council of the Appeal Court to reduce Doung Nakry’s charges (from attempted murder to intentional acts of violence) and reduce his sentence (from 10 years to five) is irregular, and the Phnom Penh Appeal Court prosecutor-general did not agree with it.”
“The Phnom Penh Appeal Court prosecutor-general asks the Supreme Court to deny and inspect the court’s decision,” it said.
The Appeal Court issued its decision on Tuesday. Nakry, 49, was a deputy police chief.
Presiding Judge Chan Marina in giving her verdict said: “The Phnom Penh Appeal Court has decided to change the accused Nakry’s charge from ‘attempted murder’ to ‘intentional acts of violence with aggravating circumstances’ in this case.”
According to court documents, Nakry was sentenced on January 5, 2020 by Phnom Penh Municipal Court to ten years in prison. He was charged with “attempted murder and illegal use of weapon” under Articles 20, 27 and 199 of the Criminal Code. He appealed the decision to the Appeal Court.
Nakruy was arrested on May 2, 2019 after firing five bullets at a car driven by Phoris Storann, 37, director of a security company, and his wife as Taing Sokleng, 33, a staff member at Nagaworld Hotel. Nakruy admitted in court that he was angry because they had overtaken his car so he chased them down.
Police seized a Lexus XR 300 and one pistol along with five unused bullets.
