Not entirely. At one point, the government wanted to give half the Central Highlands to China. That caused huge protests and even General Giap spoke out against it. The government caved eventually, and it wasn't the only time. Exactly-As this article says, it was proposed but never happened. The prime minister did NOT sign a 99 year lease on the island of Phu Quoc with anyone , let alone a Chinese company. Also , AFAIK , there are no freehold land titles in Vietnam . All the land is owned by "The people" i.e. the Government, and individuals/companies hold a lease on it , commonly 50 years. I believe it was about the timber. My point was that while it was proposed, it was withdrawn. Hanoi (VNA) - The Mekong Delta province of Kien Giang is preparing for a pilot plan on welcoming international tourists with vaccine passports to its Phu Quoc resort island for six months from October in a bid to revive its tourism industry.
According to a draft pilot scheme, the plan targets foreign tourists who have been fully vaccinated against COVID-19 or those with certificates of recovery from COVID-19 recognised by an authorised agency in Vietnam.
Eligible tourists should be given their second shots at least 14 days and no more than 12 months before their entry. For those who have recovered from COVID-19, the time from hospital discharge to their entry date must not exceed 12 months. Travelers will be requested for a RT-PCR test within 72 hours prior to their departure, and certified negative for COVID-19 in English by authorities of the country that conduct the test.
The scheme will be applied for visitors who have registered to join package tours of travel agencies.

Vaccination rates overall are still very low, but I got my second shot a couple of hours ago, thanks to some friends. They did manage to jab a million people in Hanoi the last couple of days, so things are speeding up. Some domestic flights are starting from the 19th. Requirements: fully vaccinated or recovered and a negative test.
