Cambodia News (Phnom Penh): On June 18, 2021, Oknha Prak Prakod was detained after an arrest warrant was issued by the Ministry of Justice following charges of fraud filed on May 25, accusing him of pocketing $100 000 out of a $300 000 fraud in which the suspect guaranteed the position of Deputy Police Commissioner of Sihanoukville for Mrs. Chan Thou's spouse, Eng Oun, in an agreement made on January 15, 2021.
There is often more information and complications in the cases involving army officers, as is the case here:
UPDATE

Cambodia News, (Phnom Penh): Brigadier General Eng Oun, ID 089948, who works as an Operational Assistant of the Sihanoukville Air Force Base, was summoned for questioning for three consecutive days in connection with the opening of a private company named "Phnom Thkov Development Company", which is contrary to the statute of the Cambodian Royal Armed Forces.

According to the information source that we just received on August 3, 2021, the reason why the head of the unit, Colonel Eng Oun, has been called for questioning now, is that Mr. Eng Oun was also arrested in Phnom Penh in connection with the crime of fraud and breach of trust worth more than 90,000 US dollars, according to the complaint of Mr. Oknha Prak Prak. The leaked information reveals that the Minister of Mines and Energy has since decided to fine Mr. Eng Oun, the "President of Phnom Thkov Development Company" more than 800 million Riel because his Phnom Thkov Development Company removed red soil before getting a license.

At the same time, according to the information from the people, who asked not to be named, who were affected by the red soil activities of the "President of Phnom Thkov Development Company", his company's actions have affected their homes and livelihoods, and they hope that officials will take action against Mr. Eng Oun.

It should be reminded that Mr. Eng Oun, who was sued by Mr. Prak Prak for fraud and breach of trust amounting to 92,000 US dollars, was allowed to return home on the evening of July 26, 2021.

On July 26, 2021, the Phnom Penh Municipal Police arrested Mr. Eng Oun in front of the Phnom Penh City Mall on a warrant issued by Mr. Sith Vannak, Deputy Prosecutor of the Phnom Penh Municipal Court.
Eng Oun was also fined more than 800 million riel by the Minister of Mines and Energy, Suy Sem, because his Phnom Thkov development company had seized red soil before obtaining a license.
But so far, Eng Oun, president of the Phnom Thkov Development Company, has avoided for various reasons, refusing to pay the fine as decided by the Minister of Mines and Energy.

lol. This is exactly like a true crime series about Hard Men extortionists.
The guys who stand over hard but-not-quite-so-hard drug dealers and shoot-to-kill payroll robbers. Cut off their toes with bolt cutters until they cough up the loot - that mob.
The old school extortionist guys that used to sit at the top of the criminal heap. The Crays, Lennie McPherson, Bert Anastasia, et al

Except it's right out in the open here and they all wear uniforms, tittles and big heaps of brass instead of badly fitting double-breasted suits and pork pie hats.

What a sordid mess. The wife got ripped of for $100k by an Okna for a job by her husband, and got the Okna arrested for fraud when he didn't deliver.

Then the husband of the 'victim of the fraud' himself gets arrested and fined 800 Million riels, or $195,000 for a dodgy company that digs up soil. He doesn't pay up.

HE should make an example of the whole lot of them - 10 years each.

And, take note, all the Departments of International Aid and Development of stupid foreign governments: Stop sending billions of $'s of aid to this lot. They steal quite enough all by themselves without foreign governments taking from the poor in their country and giving it to the rich in this country.
