Brazen Thief Cuts and Steals Homeowner's Power Line
Cambodia News, (Battambang Province): A suspect came to steal a power line from a man's house, but the owner immediately complained to the authorities to arrest him. This incident happened on the night of July 24, 2021 in Rattanak Sangkat, Battambang City.
Colonel Pich Saren, Battambang City Police Inspector, said that the suspect, Uon Vibol, a 28-year-old man, lived in Dak Sorsor village, O'Mal commune, Battambang city. The victim, Lach Phally, male, 38 years old, resides in Sophy 01 village, Rattanak commune, Battambang city.
On the night of the incident, at around 10 pm, the suspect climbed on a light pole and used a pair of pliers to cut off the victim's power line, which was nearly 100 meters long, and took it away. The victim of the theft and the power company both complained to the local police, who arrested the above suspect.
So far, the municipal police force is preparing the case to be sent to the specialized office to follow the legal procedure, and the power line has been returned to the owner.

Would the victim have to pay for this to be fixed or will the power company do it?

This used to be quite common in Phnom Penh, I rember it happening to me and my neighbors in the mid 00's.

I think the guys got a bad deal there, first he gets his power cable cut down, and has BillDoe asks the question above, Would the victim have to pay for this to be fixed or will the power company do it?
It is quite usual for the person wanting Electricity for themselves to supply their own cable, fix on their own property up to the connection point of the supply. Then the Electric provider connects the supply.
Why I say he more then likely has a bad deal is as far has I know there will be a connection fee, and it looks like there is not 100 meters of cable handed over. Cable could be $1 per meter or more.

Ah yes, but as our EdC friends will point out, the owner got his cable back, so now he just has to pay for reconnection - a good deal no?!

2 Wire-stealers Arrested After Jumping Police

Cambodia News, (Phnom Penh): According to the General Commission of the National Police, two suspects were arrested for using drugs and stealing wire by the Chroy Changva District Police, after these suspects broke into a locked house.
According to information from the criminal police, at 45 minutes after midnight on July 28, 2021, the 2 suspects: 1-Sambath Raksmey, male 20-year-old occupation: scavenger, no real residence, and 2-name: Sok Mao, male, 19-year-old homeless scavenger, went on a scavenger hunt as usual in the streets around Ta Prohm roundabout, Chroy Changva.
They then jumped over a fence and sneaked into a locked property where the owner was away, on Keo Chantha Street, Sangkat Chroy Changva, where they cut and removed a large amount of wires.
However, when the two jumped back over the fence, they landed on a police patrol and were taken for questioning at the Chroy Changvar Administrative Police Station.
The thieves were in possession of stolen wire and also a lot of equipment to commit burglary and illegal acts; and once in front of the police, the suspects confessed to what they did.
