I probably should clarify- the ‘helpful’ lady at the embassy was the Cambodia embassy(consulate/whatever) in the UK. But it seems many embassies have difficulty understanding that they represent countries that have people, and have to deal with people. I gather that dealing with anyone below ambassador level is beneath many.
The two most helpful embassies in the last 15 years were the Irish embassy in Delhi, when my passport was stolen in dhaka, and the US embassy in London dealing with visas. Although it did feel like the interview could have involved thumbscrews.
