Cambodian Customs Collects Almost US$1.16 Billion in First Semester
AKP Phnom Penh, July 15, 2021 --

The General Department of Customs and Excise (GDCE) of the Ministry of Economy and Finance earned in total over 4,695 billion Riel or nearly US$1.16 billion in the first half of this year, down 8.9 percent compared to the same period last year.

The figures were shared in a press release on the outcome of a virtual review meeting of GDCE chaired by its Director General H.E. Kun Nhim yesterday.

This revenue represents 49 percent of the target stated in the Budget Law 2021, said H.E. Kun Nhim, pointing out that the revenue from the import of vehicles and machinery accounted for 42.3 percent, petroleum for 23.5 percent, while the construction materials for 6.2 percent and other commodities for 28 percent.

PM Says No More Tolerance for Untaxed Vehicles on Road
Phnom Penh, December 23, 2021 --
Prime Minister Samdech Akka Moha Sena Padei Techo HE this morning said there will be no more tolerance for untaxed vehicles on road from Dec. 31, 2021 onwards.

While presiding over the inauguration ceremony of the new office building of the General Department of Customs and Excise (GDCE) of the Ministry of Economy and Finance, Samdech Techo HE called on all owners of untaxed vehicles to pay tax with 10 percent discount until Dec. 31, 2021.

After the date (Dec. 31, 2021), they have to pay full tax, the Premier underlined.

According to the statistics of GDCE quoted by Khmer Times, in Cambodia there are around 10,000 untaxed vehicles on road and until Oct. 26, 2021, only 542 vehicles owners have paid the vehicle taxes.

The GDCE confirmed that from Jan. 1 to June 30, 2022, duty free left-hand drive vehicles will be required to pay full tax without any tax breaks by the deadline, and from July 1, 2022, duty-free vehicles will be subjected to severe crackdowns, and right-hand drive vehicles will be disassembled or destroyed.

Road vehicle imports clock in at $977M

Cambodia imported road vehicles worth $977.4 million in the first 10 months of 2021, up by more than eight per cent from $901 million in January-October 2020, according to Ministry of Commerce data.

This is equivalent to 4.24 per cent of the Kingdom’s total imports over the period, which were to the tune of $23.060 billion, as reported by the ministry.

For reference, the ministry said the Kingdom imported road vehicles worth $1.09956 billion in 2020, down by 36.60 per cent from $1.73431 billion in 2019.

If the corresponding imports in November-December 2021 rose at a similar rate year-on-year, the full-year figure will likely fall in the $1.1920-1.1936 billion range.

The rise in road vehicle imports over January-October was partly fuelled by a reduction in the corresponding import taxes, an increase in purchases of ASEAN-assembled new cars, and the greater adoption of easier payment methods such as instalment plans, he told The Post on January 3.

The General Department of Taxation (GDT) reported that vehicle tax revenue collection for the taxable period in June-November rose by nearly eight per cent year-on-year to 385.3478 billion riel or more than $93 million – from 791,168 units – equivalent to 174.2 per cent of the 2021 plan (just over 221 billion riel).

Tax cheats may have cars ‘burned’, warns Cambodia's HE

PHNOM PENH (The Phnom Penh Post/Asia News Network): Cambodian Prime Minister HE has instructed officials to beef up collection of vehicular tax and to avoid unnecessary spending as the government seeks to shore up the coffers for its ongoing battle against Covid-19.

He warned that vehicle owners who evade tax may have their automobiles 'burned' if they continued to do so.

The premier made the warning while presiding over the closing ceremony of the Ministry of Interior’s annual meeting on Wednesday (Feb 23).

“If tax evasions continue and we cannot recoup the money, it will be a disaster for our country,” he said.

He pointed to what he suggested was the efficacy of his previous warnings to tax cheats.

“I said earlier that by July 2022, there will be no more tax-evading vehicles and right-wheel drive ones on the road. After that decision, we had collected incomes from 5,993 untaxed vehicles, netting US$51.6 million [as of Feb 22],” he said.

The Ministry of Economy and Finance has estimated that there are over 10,000 untaxed vehicles in Cambodia. Should all of their owners pay the tax due, the amount collected would be in excess of $100 million.

“We have collected $51 million from tax thieves. This is just on vehicles, what about other things?

“The owners of about 5,000 vehicles who have not paid tax must come forward or I may issue an order to burn their cars one day. I may order [the burning], no matter how expensive it is,” HE said, adding that he believes the action would serve as a strong deterrent.

He called out members of the Royal Cambodian Armed Forces (RCAF), police and public officials, reminding them that they were not exempt from having to pay taxes on their cars.

Those who usually evade tax are the “rich and powerful” who hide behind police, RCAF, National Assembly, Senate, and government licence plates, he noted.

Seems kind of wasteful. They should just auction them off or export them.

Tax collection rises 22% to $512 million in two months

The General Department of Taxation collected KHR 2,074.66 billion (around $512 million) in taxes for the first two months of 2022, increasing 22.69 percent compared to the same period in the previous year.

In February 2022, revenue from five main types of taxes continued to increase significantly compared to February 2021.

The income tax registered an increase of 14.18 percent, or KHR 23.61 billion, to KHR 190.15 billion in two months. The value-added tax rose to KHR 252.78 billion (an increase of KHR 13.23 billion riels or 5.52 percent), special tax up at KHR 105.67 billion (an increase of KHR 15.50 billion or 17.19 percent), payroll tax was at KHR 98.42 billion (an increase of KHR 18.51 billion or 23.17 percent), and duty on real estate transfer at 63.23 billion riels (an increase of KHR 9.18 billion or 16.98 percent).

Is it the taxman chasing the outstanding tax monies due, or are people being more honest? Whatever way you look at this, the pandemic has not hit the people hard with their spending powers.

GDCE collects nearly $600M in Q1 revenue

The General Department of Customs and Excise of Cambodia (GDCE) collected just over $597 million in revenue in the first quarter of 2022, a decrease of 2.5 per cent year-on-year.

Data from GDCE shows that from January to March 2022, the total revenue collected by the department was 2.4286 trillion riel ($597.6 million), which is 23.2 per cent of the annual target set by the Law on Financial Management for 2022. This amount represented a decrease of $15 million dollars – or about 2.5 per cent – compared to the same period in 2021.

According to the department, the revenue includes value-added tax (VAT) of $233 million, or 38.9 per cent, special tax of $220 million, or 36.8 per cent, and customs duties at $107 million, or 18 per cent. VAT on petroleum products amounted to more than $24 million, or 4.2 per cent, and export and other duties totalled $13 million, or 2.2 per cent.

GDCE Collects US$819 Million as Customs Revenue in First Four Months
AKP Phnom Penh, May 04, 2022 --

Cambodia collected some US$819 million in customs revenue in the first four months of this year, accounting for 31 percent of the yearly plan, shows the data from the General Department of Customs and Excises.

The data was revealed in a press conference on update of vehicle import tax collection chaired by H.E. Kun Nhim, Director-General of the General Department of Customs and Excises.

In April alone, the custom income collection was US$220 million, or 8.5 percent of the plan.

According to H.E. Khun Nhim, automobiles and machinery topped the list of sources of customs and excise revenue, followed by general goods –petroleum, construction materials as well as miscellaneous products.

GDCE Collects US$76 million from Import Tax on Right-hand Drive Vehicles Tax
AKP Phnom Penh, July 07, 2022 --
The General Department of Customs and Excise (GDCE) has collected some US$76 million from import tax and import duties on right-hand drive vehicles and illegal imported vehicles.

At a press conference on July 7, H.E. Kun Nhim, Minister Attached to the Prime Minister and GDCE Director General said that as of June 30, 2022, 9,753 right-hand drive vehicles and illegal imported vehicles have registered and paid import tax and import duties.

In a gathering here yesterday with the Cambodian delegation who will depart for the ASEAN Para Games in Indonesia, Prime Minister Samdech Akka Moha Sena Padei Techo HE allowed the remaining right-hand drive vehicles in the country to pay tax without changing over to left-hand drive.

The Premier emphasised that all right-hand drive vehicles are not no longer allowed to be imported in Cambodia.
