Not at all. I remembered the story from another place and simply did an image search to see if it was the same. It was.

Unfortunately the start of them in the middle of a road is of a hazardous bad design. If there was room for a grass verge to separate the dividers on junctions, or even the water type concertina barrels, it would be a safer option.
As long as you're not blind, and know how to drive a vehicle, they shouldn't be too much of a problem surely ?, 99.9% of people driving motorbikes, cars, buses, trucks etc along the road everyday manage to avoid not driving into them :)
99.9% is well overrated, those barriers catch many a driver out, you only need to look on this news channel from time to time. I think you may have forgotten where we are, when vehicles have a collision with a train, the driver will undoubtably blame the train for not getting out of his way, that is if he had not run away first.
Always "hope" but never "expect".
