Conundrum Over Tourist Toilets and Cleaners

Cambodian Beauty Spot Has Toilet Problems

The beauty spot Phnom Khnorng Phsar is a mountain located at the intersection of three provinces: Koh Kong, Kampong Speu and Pursat. It is becoming increasingly popular with local tourists. As a result, the community leaders and the Ministry of Environment inspected the site with a plan to construct 20 more bathrooms in Phnom Khnong Psa, bringing the number to 25.
It should be noted that from April 25 to May 24, 2021, 426 tourists climbed the mountain.

However, community leaders say they have a bathroom problem, which will not be solved by increasing the number of cabins available to the public. While happy to have these bathrooms to meet the needs of tourists, Mr. Hun Sao, head of the community, said that the existing five bathrooms did not have cleaners, and even if there are more bathrooms, there will still be no cleaners. This is due to a conflict between guests and the community about the cost of bathroom cleaning services.

"We already have a bathroom, but there is no one to help clean it," he said. "People in the community ask a guest for $1 for a cleaning service, and local people say that if they are paid less than $1 per guest, they refuse to go up to clean the bathroom, but his customers do not agree to pay this price to use a toilet."

In the past, the community has asked for a dollar from each guest to go up and clean the bathroom on the mountain, which is not easy. For this problem, Mr. Hun Sao has not yet found a solution, so he is waiting to see whether having more bathrooms will solve the hygiene problem.

If 14 tourists a day are climbing the mountain like the article says, not sure why they need 20 more bathrooms in addition to the current 5 bathrooms.

How many people walk up the hill to have a crap? All 14?
ow much mess can 14 persons make?
If I was ducking in to have a leak I would not pay $1.
Sell something at the top and fund the cleaning.

With only 14 visitors a day, don't build any new toilets, close 4 of the existing 5, and use the savings to pay a cleaner to clean the remaining toilet

Please tell me how anybody knows how many people walked up that hill in one year? 426? Is there turnstiles at the entrance?

It doesn't sound like barang are the ones clamoring for toilets anyways. If it has been becoming increasingly popular without the toilets, doesn't that suggest maybe lack of toilets isn't a serious concern?

:nono: Paper is part of the problem, not the answer.

As for the toilet conundrum, I wonder if the local community feel that the Ministry of the Environment is not sharing enough of the money for entry to the park with them, so they are taking strike action over the toilets ?
It would be typical to blame the "guests" in order to avoid accusing the Ministry directly. If so, this would not be the only case in Cambodia where local communities feel stiffed by the MoE taking over their natural tourist attractions, building a few toilets (for example), and raking in most of the income.
