how do they define a restaurant vs bar?

weren't bars having food or the ability to serve food .. I think that happened before ? People can "order" food -- delivery to the bar. and now the bar becomes a restaurant.

Depends on the patent tax you pay for. If you order food to a bar it's still a bar, if you order a beer in a restaurant it's still a restaurant.

Most places that are open all day are restaurants, late night places are bars.

This is the same rules as the previous restrictions so not too confusing

national policy is being dictated by the fears and whims of a very small group of people currently
this snap policy change is probably an example
perhaps it's someone's birthday and they want to eat at their favorite restaurant

My translation says, "all markets, restaurants, cafes, bars and food beverage business of all kind can run a normal business..."

There is no logical reason to allow food and booze indoors, but not booze alone. But... ladies and gentlemen, don't forget where we are.

Of course, gyms are still very dangerous so they are still closed but getting shitfaced in a bar at 2am with a syphilitic hooker is now perfectly safe.
