The Siem Reap Provincial Court has placed a man in pre-trial detention for escaping from a quarantine centre in Siem Reap town's Siem Reap commune.

A detention warrant signed by Investigating Judge Sin Sangha identified the man as a 22-year-old resident of the commune's Kranh village.

He was charged under Article 7 of the law on the control of Covid-19 and other contagious diseases and faces between six months and three years in prison and a fine of up to 10 million riel ($2,500) if found guilty.

QUARANTINE EVADER TO STAND TRIAL
The Siem Reap Provincial Court detained a Phsar Krom vendor on May 8, accusing him of evading quarantine and transmitting the Covid-virus.

The man is awaiting trial as part of Sub-Decree No. 27 on Quarantine Measures to Prevent the Spread of Covid.
The Sub-Decree imposes fines ranging between $250 to $1250 for individual offenders. These fines will apply to: quarantined people who escape from their quarantine location, accomplices who incite, aid or abet persons to escape from their place of quarantine; or people failing to cooperate with the health authorities, especially in the collection of Covid test samples.

[However] the Sub-Decree allows persons charged for an offence under the Sub-Decree to be exempted from paying the fine if he or she cooperates with the health authorities by providing useful information to help prevent the spread of COVID-19. This also applies to family members providing information regarding the offending family member.

Cambodia News, (Sihanoukville): Authorities of Sihanoukville have put out an alert to Kep law enforcement on 14 May 2021, after a 21-year-old man, Hom Sovannak, was reported to have escaped from quarantine in Preah Sihanouk province. He is believed to have gone to his home in neighboring Kep province.
The above individual's actions are intentionally disrespectful of article 7 of the law on preventing the spread of Covid-19 and other serious diseases. The Governor of Sihanoukville has asked the Governor of Kep Provincial Committee to treat this case with the severity that it deserves.

A Phnom Penh man tested positive for Covid-19 when he was detained and tested by Pailin province officials. According to this article from today's Khmer Times, the infected man visited 10 provinces before he was stopped and tested for the virus when he tried to enter Pailin.

Fears of virus spread after COVID positive man discovered to have “visited 10 provinces”

Pailin Provincial Administration have detained a man who appears to have visited 10 provinces while carrying the deadly COVID virus.

This has raised fears that the man may have transmitted the virus across Cambodia. Authorities are now urgently conducting contact tracing, but are hampered by the man’s claims not to remember the exact locations he stayed and slept at during his journey.

On May 14, 2021, the emergency response team of Pailin Provincial Health Department confirmed that Keng Raviphet, a 26-year-old Cambodian man, currently living in Sangkat Boeung Kak I, Khan Toul Kork, Phnom Penh, was positive for COVID. This diagnosis came after he had been detained with another man while trying to cross into Pailin province on the 14th of May.

It was then discovered that the man – who works as a tire seller – had an extensive travel history and may have spread the deadly virus to a number of Cambodian provinces.

On May 07, 2021, the man travelled from Phnom Penh to Takeo, Kampot and Kep Provinces by car, spending the night in Kep at an unknown guesthouse.

On May 08, 2021, he travelled from Kep province to Veal Renh commune, district | Prey Nup, Preah Sihanouk Province and stayed there for one night – again, the man claims not to remember the name of the guesthouse he stayed at

On May 09, 2021, he left Veal Renh Commune, Prey Nup District, Preah Sihanouk Province and travelled to Koh Kong Province and stayed there for one night – again, the man claims not to remember the name of the guesthouse he stayed at

On May 10, 2021 he departed from Koh Kong province to Phnom Penh and stayed in Phnom Penh overnight

On May 11, 2021 he departed from Phnom Penh to Kampong Thom and Siem Reap and stayed in Siem Reap for one night – again, the man claims not to remember the name of the guesthouse he stayed at

On May 12, 2021 he departed from Siem Reap to Preah Vihear and stayed at Malima Guesthouse for one night

On May 13, 2021 he departed from Preah Vihear Province to Anlong Veng District, Oddar Meanchey Province and stay at Sophea Guesthouse for one night

On May 14, 2021 he departed from Anlong Veng District, Oddar Meanchey Province to Banteay Meanchey and Battambang Provinces. Pailin Province.

However, upon reaching the border between Battambang and Pailin provinces, the emergency response team of the Pailin Provincial Health Department stationed at the Phnom Koy Health Checkpoint, detained the man and his travelling companion and conducted two rapid tests.

He was found to be positive and the team sent samples to the Battambang Provincial Laboratory and obtained a positive result.

The man was travelling with Chuon Vuthea, Male, 29 years old, also employed as a tire seller. Chuon Vuthea has tested as negative for COVID-19.

Pailin Provincial Administration has detained a potential super-spreader who tested positive for Covid-19, who revealed he had previously visited 10 provinces in the Kingdom.

The emergency response team of Pailin Provincial Health Department confirmed that Keng Ravi, a 26-year-old Cambodian tyre seller who lives in Boeng Kak I commune, Tuol Kork district, Phnom Penh, is positive for COVID-19.

Ravi and his travelling companion, another tyre seller Chuon Vuthea, 29, whose test came back negative, were tested with rapid tests and detained while trying to cross into Pailin province on May 14.

During investigations, the man revealed he had an extensive travel history and may have spread the deadly virus to a number of provinces.

Pailin Provincial Administration has called on those who came into direct or indirect contact with the two above men, especially guesthouses in the provinces where they had stayed during their trip, to immediately report to the nearest health centre or provincial referral hospital for testing.

Pailin Provincial Administration director Khun Bunly told Khmer Times yesterday that authorities sent Ravi to Teacher’s Guesthouse treatment centre and Vuthea to quarantine for 14 days after allowing him to return home.

Bunly said the provincial administration has not taken any legal action against Ravi, because he said he did not know he was Covid-19 positive.

“We are treating him first and then we will question him for more information,” Bunly said.

In response, Siem Reap Provincial Administration yesterday issued a press release deciding to temporarily close 15 car tyre shops and one guesthouse in Siem Reap province and ordered their staff to quarantine for 14 days at home starting from May 16.

Siem Reap authorities said the information provided by Pailin Provincial Administration showed that Ravi had travelled to 15 car tyre shops in Siem Reap province to sell car tyres and stayed at Wai Hong Angkor Guesthouse in Chong Kaosou village, Slor Kram commune, Siem Reap city on May 11.

“As a first step, we have suspended some traders’ businesses and monitored the health of the people who have been in contact with the patient. So far, we have listed nearly 100 people directly and indirectly affected to prepare for sample testing,” director of Siem Reap provincial Health Department Kros Sarath said.

Covid Patient Escaped in Phnom Penh, Captured by Police

Cambodia News, (Phnom Penh): A Khmer male Covid-19 patient escaped from the treatment center, much to the surprise of the doctors on duty on the evening of May 22, 2021. But after running away for a while, the Phnom Penh Military Police found the man after only 15 minutes, so they captured him quickly and without danger.

According to a report released by the Phnom Penh Municipal Armed Forces on the night of May 23, after receiving a request for intervention, they searched for the escapee in Phnom Penh for only 15 minutes and found him in Teuk Thla village, Sangkat Teuk Thla, Khan Sen Sok. The man continued to try to avoid surrender, but then, on Street 371 on the corner to Street 2002, Phnom Penh Military Police immediately arrested the escaped Covid-19 patient and handed him over to a team of doctors to continue treatment.

Poipet authorities are engaged in a desperate search for a man who absconded from quarantine.

Authorities are searching for Khun Phanna, a resident of Poipet City (around Phsar Ra) who fled from the quarantine center in Mongkul Borei District, Banteay Meanchey Province.

If any citizens have information regarding the whereabouts of the man, please inform the authorities immediately to prevent the spread of COVID-19.

Factory Workers Flee Home to Avoid Covid Tests

Cambodia News,Svay Rieng Province: MCPN News reported today, 26 May 2021, that when the authorities decided to test nearly 1,000 workers at the A and J bicycle assembly plant (A and J) in the Tay Seng Special Economic Zone, Bavet City, Svay Rieng Province, almost 60 workers rushed out of the factory for fear of contracting Covid-19.

This action was completely wrong as they refused to cooperate with the authorities and health officials to get tested for Covid-19. This action is also against the law, in case they refuse to cooperate, the authorities will take legal action.

Svay Rieng Provincial Administration would like to appeal to all A and J workers, including drivers of trucks, who returned home this evening, if you have any symptoms such as fever, cough, sneezing, sore throat or shortness of breath or suspect, please hurry to get tested for Covid-19 virus (COVID-19) located near your home, or provide information to local authorities, or contact the Research and Monitoring Team for Suspected Covid-19 at 044 712 522 or 097 503 4567 for further action.

Cambodia News, (Phnom Penh): On the evening of May 26, 2021, the Phnom Penh Armed Forces sent a man who had escaped from a Covid-19 Medical Center on May 22, 2021 to Prey Sar Prison (M1) after he was cured of Covid-19. Investigating Judge Ros Samedi issued a warrant for the man's arrest, dated May 26, 2021.
The above man had tried to run away from a Covid 19 disease treatment center on the evening of May 22, 2021, but the doctors called the police who caught the escapee only 15 minutes later.

According to the Law on Measures to Prevent the Outbreak of Covid-19, fleeing a medical facility carries a sentence of one to five years in prison and a fine of 5 million to 20 million riels. Contaminating others after an escape is punishable by five to 10 years in prison.
Phnom Penh Armed Forces would like to appeal once again to the people who are positive about Covid-19 disease, please follow the treatment measures of the Ministry of Health patiently to recover, avoid escaping, which can be detrimental to the health of the patient and to others in the family and community, and may also lead to long-term imprisonment.
