Good news for some...

Nearly 100 Factories Reopens
AKP Phnom Penh, May 04, 2021 --

At least 95 factories and enterprises have restarted their production after Phnom Penh capital and Takhmao town of Kandal province geographical areas were divided into Red, Dark Yellow, and Yellow zones.

The reopening factories are in the Yellow zones, said H.E. Heng Sour, Secretary of State at the Ministry of Labour and Vocational Training, adding that 15,000 workers have resumed their jobs.

“The resumption of production chain in factories and enterprises is a good sign in the manufacturing sector although the COVID-19 pandemic has not yet ended,” he added.

H.E. Heng Sour continued that up to 50 percent of workers could resume their works and the rest remained affected by the lockdown in the Red and Dark Yellow zones.

Covid Cases Cause Partial Factory Closure
Cambodia News, (Kampong Speu Province): On the morning of 5 May, 2021, the Kampong Speu provincial administration decide to close parts of a factory, after employees there tested positive for Covid-19.
The factory, Fast Making Co., Ltd. is located in Roleang Sangke Village, Sangkat Sopor Tep, Chbar Morn City, Kampong Speu Province. Groups 8B, 9B, 10B have been shut down temporarily. Meanwhile, all workers will be tested for the coronavirus.

Cambodia's garment exports fall 6.43% in Q1 202

The value of exports of garments and accessories from the Southeast Asian nation of Cambodia declined 6.43 per cent to $1.775 billion in the first quarter (Q1) of 2021, compared to exports of $1.897 billion during the corresponding period of last year, according to the statistics released by the country's General Department of Customs and Excise.

For the full year 2020, Cambodia exported garments worth $7.420 billion, registering a decrease of 10.24 per cent over the previous year, according to the 202 annual performance report of the country's ministry of commerce.

COVID-19 control measures remain as Cambodia shuts down factories

Nearly 20 factories in Preah Sihanouk and Svay Rieng provinces have temporarily suspended their operations after workers there tested positive for COVID-19.

In southern Preah Sihanouk province, Governor Kuoch Chamroeun advised all special economic zone owners have to maintain health and administrative measures as required by the authorities and the business owners must cooperate with the provincial administration working groups and local authorities to combat the pandemic.

He encouraged factories and enterprises to prepare accommodations for workers at the work sites along with vehicles to transport them safely so that they will not get in overcrowded vans together.

In western Svay Rieng province, Deputy Governor Ros Pharith said the COVID-19 resurgence began in March following the February 20 community outbreak with more than 400 cases found in workers so far, most of them worked at casinos.

The provincial administration has shut down those casinos temporarily until the outbreak can be brought under control.

The pandemic has spread to some factories in the special economic zone in the province. Five major factories and some portions of other factories have been suspended for a short time, he said. VNA

GMAC rejects demand by Cambodian workers for full lockdown salaries

The Garment Manufacturers Association of Cambodia (GMAC) recently rejected a request from workers’ unions to be paid full salaries during the ongoing lockdown during which they have been unable to work. The decision comes as a survey revealed four in ten garment workers were unable to work for an average of 11 weeks due to the pandemic last year with many struggling to feed their families.

Cash help for garment workers in Cambodia

PHNOM PENH – The Cambodian government has announced financial help for the country's garment workers who were said to be at risk of running out of money and food during a recent COVID-19 lockdown.

The Ministry of Labour announced a programme worth more than US$11 million for more than 275,000 garment workers from a total of 513 factories in Phnom Penh, Kandal and Preah Sihanouk provinces.

They will each receive a one-off payment of US$40 digitally via their mobile phones through the funding programme which has been cautiously welcomed by trade union leaders and garment workers.

That goes a long way IF they are living in the villages and eating rice and dried fish.

I expect prices in the capital to be a lot higher and ability to store food a lot less.

Under the programme, the government provides $40 per month for each worker, while factory owners have to pay an additional $30 per worker, taking the total pay to $70 per worker per month.

So did the above program and payments end? If so it means the workers are now $30 per month shorter in their pay.
Always "hope" but never "expect".

Wage theft, violence and excessive workloads are pushing garment workers to breaking point during the pandemic

Report released by Clean Clothes Campaign

INTRODUCTION
This research provides a snapshot of how workers in Nike, Primark, and H&M’s supply chains have been impacted during the pandemic in terms of their wages, working conditions, and labour rights. The research links the struggles of workers in Cambodia, Bangladesh, and Indonesia directly to the wealthy brands who have profited from their labour. When reports provide a generalised overview of the industry, brands often deny that reported violations occur within their own supply chains, defending their business models with unsubstantiated claims. While this report takes a deeper dive into three brands’ supply chains, we recognise that many other garment brands have similar violations in their supply chains.

Big brands rely heavily on sub-contracting production to low-income countries with low wages and minimal social protections for workers, avoiding their responsibility to workers in supply chains. However, in a model where brands dictate prices and purchasing practices, they often function as de facto employers and must be held accountable.
Our research shows that wage theft during the pandemic has occurred in Nike, Primark, and H&M’s supply chains. Brands are clearly not doing enough to protect workers from the financial impact of the Covid-19 crisis.
Furthermore, workers report increased production targets, unsafe working conditions, and harassment from management. Put simply, brands and factories are pushing workers beyond their breaking point during the pandemic.

COVID-19 AND THE GARMENT INDUSTRY
Since the onset of the Covid-19 pandemic, global brands have failed to protect the workers in their supply chains, as they initially refused to pay for over $40bn worth of goods.
1 Mass cancellations, delayed payments, and discounts imposed on suppliers sent financial shockwaves through the industry and had a devastating impact on garment workers. Globally, garment workers are owed billions in unpaid wages, bonuses, and severance since the pandemic began.
2 While many major brands, although certainly not all, have since agreed to pay in full for orders that had already been in production (as evidenced on the Worker Rights Consortium tracker), they have not committed to ensuring that workers within their supply chains receive their regular wages throughout the pandemic.
3 This is despite the Clean Clothes Campaign (CCC) calling on brands to publicly commit to wage assurance as part of the Pay Your Workers campaign.
