Chinese Nationals Caught Breaking Lockdown in Phnom Penh
Cambodia News, (Phnom Penh): On the evening of May 3, 2021, at the round point of Kang Prohm in Sangkat Chroy Changva, Khan Chroy Changva, Phnom Penh, two groups of Chinese nationals have been fined for traveling without the correct documents, trying to pass through a destination where authorities are implementing measures to block unlicensed travel.
On one occasion, a Chinese man riding a black Smash V motorcycle with license plate Phnom Penh 1BG-6459, was impersonating an online delivery driver, but he had no documents and was arrested.
In the other case, a Chinese man called a tuktuk for his group, to go from Koh Pich to a condominium on Keo Chenda Street in Chroy Changvar commune, Phnom Penh. Going through the checkpoint, the group had no documents to show police, so was detained and forbidden to enter the zone. Police then explained to the Chinese nationals, that they must pay a fine of 2,500,000 riel (around 616 USD) for traveling in restricted areas without permission.

Khmer Accused of Impersonating an Officer to Smuggle Chinese Passenger from Sihanoukville
Cambodia News, (Preah Sihanouk Province): Major General Chuon Narin, Preah Sihanouk Provincial Police Commissioner, said that the police arrested a suspect today on charges of impersonating a National police officer to transport a Chinese national through a deliberately blocked area (red area) and disobeying government health measures.
According to the report, at 16:00 on May 3, 2021, the Serious Criminal Police received 2 suspects (1 Chinese, 1 Cambodian) and 1 car from Phnom K96, Sangkat 4, Sihanoukville, Preah Sihanouk Province.
Suspect's names are Lou Kimfat, male, 27 years old, Khmer, address is 45E3, Street 111, Village 17, Sangkat Orussey 1, Khan 7 Makara, Phnom Penh, driving a white Toyota Camry with license plate number: Phnom Penh 2AH-2263, and his passenger, CHEN XUBO, a 27-year-old Chinese man from the Nanhai Hotel, Village 1, Sangkat 3, Sihanoukville.
The confiscated items include:
- Police shirt of the rank of Brigadier General 01.
- Police helmet of General 01.
- One white Camry with license plate number Phnom Penh 2AH-2263.
In this case, the police are processing the case at the Office of Serious Crime Police to take legal action.

Phnom Penh: On the afternoon of May 4, 2021, the police force of Phnom Penh Police Department sent an Orussey market merchant to court after he completed the Covid-19 treatment and finished the 14 days of quarantine.
According to the speaker of Phnom Penh Police Department, Mr. San Sok Seyha, this person named Pich Kosol was arrested after he escaped from quarantine, and then traveled to his hometown in Takeo province by motorbike. He had tested negative at first, but after a positive test, when the health officers went to find him, he had left for his mother's house in Takeo.

The Siem Reap Provincial Court has placed a man in pre-trial detention for escaping from a quarantine centre in Siem Reap town's Siem Reap commune.
A detention warrant signed by Investigating Judge Sin Sangha identified the man as a 22-year-old resident of the commune's Kranh village.
He was charged under Article 7 of the law on the control of Covid-19 and other contagious diseases and faces between six months and three years in prison and a fine of up to 10 million riel ($2,500) if found guilty.
