Is the Vietnamese Embassy open?
Is that in a Red Zone Area?
trying the phone number for days w/o any answer.

I can't really answer your questions as I am in Viet Nam, not Cambodia.

According to the Internet, the address is 436 Monivong Boulevard. Here's the English version of their website:

Anyway, it's likely pointless as you probably won't be able to get a visa there these days. As far as I know, only diplomats, investors and specialists are being allowed in, if they have a sponsor in VN.

Some English schools are currently sponsoring teachers, but I don't know much about the details.
