Civil Society Groups Call for Permanent Restrictions on Alcohol Ads and Sales
Mao Sopha and Teng Yalirozy 09/05/2021 3:03 PM
These Cambodian government regulations set to curb the spread of COVID-19 should not be removed, they say
PHNOM PENH--As the temporary ban on alcohol sales and advertisement remains in place to help curb the spread of COVID-19, civil society groups and intellectuals have called on the Cambodian government to keep it in place permanently.

Around 38 civil society organizations on May 4 issued a joint statement, expressing support for the nationwide ban of alcohol sales issued by the authorities as part of their efforts to prevent the spread of the coronavirus.

The decision to forbid the sale of alcohol in the country was made by Prime Minister HE as the lockdown was implemented in April 2021. Following his decision, Minister of Information Khieu Kanharith instructed all media to suspend liquor advertisement from April 15 to 30.

The government has viewed the moratorium on alcohol advertisement, sales and consumption in bars and restaurants as a practical measure to stop people from gathering, which could increase the risk of COVID-19 infection.

Since the lockdown in Phnom Penh and Takhmao was lifted with zone-based restrictions being extended to May 12, the civil society organizations in their statement call on the Cambodian government to permanently bar alcohol advertisement both in the media and on billboards.

According to these organizations, alcohol consumption increases the risk of contracting the coronavirus in addition to having a negative impact on people’s health and on society, being the cause of traffic accidents, violence and more than 200 types of diseases.

The Ministry of Health has been drafting a law to regulate the purchase and consumption of alcohol since 2015. But as of May 2021, the draft law has not been passed and promulgated. The draft law states that the legal age to drink is 21 years old, and that the sale of alcohol is prohibited between 12 a.m. and 6 a.m..

Still sales obviously happening on the sly. I saw a guy with a bag that was leaking water the other night and when he was adjusting it, I saw it was full of Cambodia Beer and ice. He told me where he'd bought it so I will check that avenue out today, now that I'm down to my last three cans.

Missus’ friend has slabs at her places. Gets it off the black market.

But, then she needs to drink to function.

I live quite high up above several of those house-based shops and only have to stand on my balcony for about 2-3 minutes before I see someone pull up on a scooter, load up with a box or two or beer, and drive off again.
Similar to the closing of the markets. They close the ones such as Russian Market, and all it means is that market sellers simply move down a few blocks and set up their stalls on the side of another street. That street then becomes just as busy as the market would have been, but instead, now it's blocking the traffic.

It doesn't make sense to me. I get that people need to continue to work and would hate to see scenes of the police closing down businesses and market stalls for not complying, so why bother putting these measures in place anyway, if nobody follows them and nobody enforces them?

Major difference is they're selling outside instead of inside.

The measures are extremely random though. The shops selling on the outside of Kandal market on the eastern side of the road have all been closed whereas the shops on the Western side of the road opposite Kandal market are all allowed to sell.

If any of you world travelers can suggest a country where these kinds of busy-bodies simply don’t exist, I’d love to know about it.

Sometimes I think I’m destined to live in a war-torn hellhole just so that I can be allowed to drink a beer after midnight.
