no, this will turn a functioning system into a disaster-relief situation
no doubt, this will happen

what should happen is aggressive testing at the markets
followed by disinfection measures if required
and then instituting controlled, orderly, and safe access to them

They only love the control part of your suggestion. The other words are kind of rarely used in the KoW.

Phnom Penh Authority to Distribute Travel Tickets to Homes for People Outside the Red Zone

Phnom Penh: Please confirm the red area in Phnom Penh, the location to be designated as "Red Zone" by April 19, includes:
First. Khan Meanchey: Sangkat Stung Meanchey I, II and III
Second. Khan Por Sen Chey: Sangkat Choam Chao I
Third. Khan Toul Kork: Villages 14, 16 and 17 of Sangkat Boeung Salang

Please note that in the red area you can not go out, except in 3 cases, including:
First. Have an "urgent" health problem
Second. Retrieve test samples in nearest red zone
Third. To get a second dose of vaccination in the nearest red area

All markets and food stalls are temporarily closed !!!
Ministry of Commerce guarantees food facilitation to the people !!! Contact number to buy food by phone number:

so markets are closed, ( does that include supermarkets in Malls?) where does one go to buy food>
