Vietnamese Authorities Detain Ethnic Khmer Krom Publisher of Book on Indigenous Rights

Authorities in southern Vietnam’s Dong Nai province arrested and later released an ethnic Khmer Krom youth and labor activist after he released a book about indigenous rights, drawing condemnation from a Khmer Krom advocacy group.
Yoeung Kaiy said in a post to his Facebook account following his release on Wednesday morning that he had been arrested a day earlier by “around 100 police officers” who raided his home allegedly without a warrant and confiscated some 100 books detailing the United Nations’ Declaration on the Rights of Indigenous Peoples, his cellphone, and his computer.
He said the police returned his cellphone and computer but kept the books and charged him with “publishing without permission” and “tax evasion.”
RFA’s Khmer Service was unable to reach Yoeung Kaiy on Wednesday for further comment but he told the Khmer Krom News outlet that despite his release he remains concerned about his security.
Yoeung Kaiy’s father told RFA on Tuesday that his son had been arrested “because of his activism” and discrimination by Vietnamese authorities. He said that his son has advocated for better working conditions for Khmer Krom workers in Vietnam.
The Khmer Krom—ethnic Khmer who live in what was historically southeastern Cambodia, but now controlled by Vietnam—face serious restrictions on freedom of expression, assembly, association, information, and movement in Vietnam, despite being recognized as one of 53 ethnic minorities in the country, according to U.S.-based Human Rights Watch.
The Vietnamese government has banned Khmer Krom human rights publications and tightly controls the practice of Theravada Buddhism by the minority group, which sees the religion as a foundation of their distinct culture and ethnic identity.

Khmer Krom Leader Arrested
Cambodia News, (Phnom Penh): Although the United Nations has declared and adopted the Declaration on the Rights of Indigenous Peoples (UNDRIP), there was a recent case of Vietnamese authorities arresting Yen Seth, a Khmer Krom citizen, for questioning in order to prevent the community celebration of the 16th anniversary of the United Nations Declaration of the Rights of Indigenous Peoples. The arrest took place in Preah Trapeang province, where the celebration was to be held at the home of Yen Seth on September 13, 2023.
The Khmer Krom people of Vietnam consider that the Vietnamese government continues to repress their freedom of expression. They say that four other people were arrested by the authorities between 31 July to 3 August 2023.

The Vietnamese official line is that the state takes extremely good care of the ethnic minority groups living in Vietnam.
Hậu Giang Province programmes improve Khmer minority’s lives dramatically

HẬU GIANG – The lives of ethnic Khmer people in Hậu Giang Province have improved significantly because of the effective implementation of support programmes for them.
The Cửu Long (Mekong) Delta province has 31,601 ethnic minority people, who make up 4.3 per cent of its population, with the Khmer accounting for 23,470.
More than 85 per cent of Khmers make their living through farming, while the rest sell goods or work as hired labour.
The province has implemented programmes to provide farming and housing lands, clean water, and electricity for Khmers, in line with the national target programme for socio-economic development in ethnic minority and mountainous areas for 2021-25.
It has also provided vocational skills to help Khmers improve their livelihoods.
These programmes have significantly improved the lives of the Khmer people, with up to 98 per cent of them now having stable lives, according to the provincial People’s Committee.
Some 97 per cent of communes with a significant Khmer population now have roads accessible by car, and 90 per cent of the Khmers have health insurance.
Over the past five years the province has repaired and upgraded several Khmer pagodas.
Moreover, it has constructed three crematories for the minority group.
