The reasoning is probably to prevent mass gatherings and parties.
But it doesn’t really match real world experience.
Texas expanded sales of alcohol to allow of take out of alcoholic drinks during the pandemic. The exact opposite of what Phnom Penh (and eventually the rest of Cambodia) is doing.
Please stock up and be safe out there.

What 'real world experience' are you talking about? Asian or Western? I'd say most khmers in their immediate neighbourhood pretty much know each other and given khmer new year would probably celebrate in groups in their immediate neighbourhood with alcohol.
