A quick scan with Lens and it seems to be Sen Sok, Toul Kork, Porsenchey and Takhmao. No mention of Daun Penh or central PP area.

You are lucky to be informed. In Siem Reap we have daily power cuts at random times ranging from 30 minutes to 2 hours. Sometimes multiple times per day. Of course we never get advanced notice and never know the reasons.

Yeah SR seems to have them all the time. Maybe it's just permanent load shedding due to undersupply? You'd think without any tourists they would manage though. I'd get solar panels and batteries if I moved there.

Part of it might be the haphazard power grid structure. Look at the electrical workers wrapping 3 cables and then vise gripping them together to make a main line, as opposed to a single high voltage main line with step down boxes with a wire going into each building as seen with western countries.
