Looks official now for Phnom Penh...
"Phnom Penh curfew for two weeks from today, 8pm - 5am - temporarily suspension of food stalls, restaurants, cafes, bars and restaurants. Food delivery still goes on & gatherings for food and drinks suspended except in family house, funeral and those in public interests"

Although many Khmers have generally heeded advise to avoid gatherings and the streets have been more empty, there has been simply far too much stuff going on behind closed doors. The massive showboating of such activities on social media (“look, we are in the gym, that’s supposed to be closed”, “look at 20 of us in a room getting drunk” etc) was always gonna eventually irk the authorities.
Add to that the concealed acceptance that they have lost control of the outbreak. Just saying that every case is “connected to the Feb 20 incident” may theoretically be true but the huge amount of independent clusters makes that statement pointless in terms of contact tracing.
It’s out of control (quite telling when a province records 60 cases one day and 2 the next) and now they want to look decisive. It’s been the same all over the world, here it’s just a year late.

COVID-19: Tally Reaches Nearly 2,500 with 37 New Cases
AKP Phnom Penh, April 01, 2021 --
Cambodia’s COVID-19 tally reached 2,477 with the detection of 37 new cases, according to a press release of the Ministry of Health made public this morning.
The source showed that the new patients are two Indonesian passengers arriving in Cambodia on Mar. 18 and 30, and the rest, including 31 Cambodians, 3 Chinese, and 1 Korean aged from 8 months to 63 years old, are linked to the Feb. 20 Community Event.
Phnom Penh capital has the highest number of daily cases (30), followed by Kandal province (3) and Preah Sihanouk province (2), it added.

COVID-19 patient dies this morning

Another COVID-19 patient being treated at the Khmer Soviet Friendship Hospital reportedly died this morning, bringing the total fatality number to 15.
The woman, 67, who lived in Phnom Penh’s Daun Penh district’s Phsar Thmei II commune, succumbed to the virus at 10:30 am this morning.
She was diagnosed with COVID-19 on March 23. She had severe pneumonia and acute pulmonary failure.
The Ministry of Health will issue an official statement today.

60 cases one day and 2 the next is clearly a timing issue and a bottleneck in testing. When Sihanoukville can have none for 5 days and then 145 in one day clearly shows this. This is (one of) the other issue(s). Being diagnosed when on deaths door doesn't help.
