What does this mean?

Poh sa dike khmao n hmong peep? I saw someone texted my friend that but don't know what it means.

It's a mixed up mess of romanized Khmer, I ran it by three native native speakers and they basically said GTFOH with your nonsense.

Yeah doesn't make sense. I can't understand it and asked the lady and she also couldn't decipher it.

The part: "n hmong peep" probably means "and Hmong people"?

"khmao" = Khmer?

In what language? That it's not Khmer seems to have been established. Or, maybe you're right and it means "black and Hmong people"?
