I recall reading somewhere the Indonesian stuff is dirty, more polluting brown coal as opposed to black coal.

80MW wind farm project in Kampot hits EdC price snag

French-owned The Blue Circle’s 80MW wind power investment project in Kampot province has hit an impasse, as its proposed $0.068 per kWh tariff rate for the national grid exceeds what state-run energy supplier Electricite du Cambodge (EdC) is willing to pay, according to a Ministry of Mines and Energy senior official.

The Blue Circle specialises in wind farms and is the largest provider of renewable energy in Southeast Asia. The company currently operates in many ASEAN countries, most notably in Vietnam.

Victor Jona, the director-general of the ministry’s General Department of Energy, told The Post on May 17 that the company has been negotiating a power purchase agreement with EdC for “more than a year”, the last step before reaching a formal agreement to build the wind power station on Bokor Mountain in Kampot.

With electricity rates trimmed each year since 2015 as per government policy, Jona said EdC requires a price under the $0.068 per kWh quoted by the company to provide consumers with more affordable electricity.

“The Blue Circle has yet to begin construction, as the company is still waiting for a successful price negotiation with Electricite du Cambodge,” he said, adding that the firm will submit proposals and technical specifications to the ministry for review to start construction, depending on results of talks with EdC.

While Jona claims that the ministry “strongly supports” renewable and other green energy projects, he stressed that, in the interest of consumers, it also insists on low-cost and stable sources of electricity.

Wind power project deal expected this year
Thou Vireak | Publication date 02 March 2020 | 23:08 ICT
The government expects to sign an agreement with French-owned Blue Circle to develop a wind farm project within the first half of the year, the director-general of the Ministry of Mines and Energy’s General Department of Energy Victor Jona said on Monday.

Jona told The Post that state-run electricity supplier Electricite du Cambodge (EdC) was in negotiations with the firm and both sides plan to sign an agreement soon.

“I am optimistic they will reach an agreement within the first half of the year,” he said.

UPDATE

Wind Energy Expected to Light Up Soon
AKP Phnom Penh, June 05, 2020 --

Energy generated from commercial wind turbine in Cambodia is expected to become a reality soon, as power firm and electricity authority are in talks to finalise the power purchase agreement.

Singapore-based The Blue Circle has conducted talks over the price tariff with Electricité du Cambodge (EDC) on the power purchase agreement and the deal is expected to come to an end in the second half of this year.

H.E. Victor Jona, Director General of Energy at the Ministry of Mines and Energy, told AKP on Thursday that the talks have been conducted for a year to find out the agreed tariff of power sold from the wind turbine to the EDC.

“The talks lasted for a year already and we hope that the two sides will reach the deal before the end of this year,” H.E. Victor Jona said, adding that the tariff price of power generated from wind turbine is expected at as low as US$0.07 per kWh.

The Blue Circle, the leading renewable energy company of Southeast Asia, was granted licence from the Ministry of Mines and Energy to conduct feasibility studies on renewable energy generated from wind in Cambodia, especially in Kampot province, where the company chose to invest on wind turbine in its first step of investment in the Kingdom.

According to H.E. Victor Jona, once the deal done, construction of wind turbine field on the top of Bokor mountain in Kampot province, composed of 10 wind turbines with production capacity of 80-megawatt per year will be started.

Essay from Asia EDGE
Securing the Mekong Subregion’s Future through Transitioning to Renewable Energy
by Huong Le Thu
July 10, 2021
Image
Asia EDGE fellow Huong Le Thu examines the rapidly growing demand for energy in the Mekong and the role that outside powers can play in helping the subregion achieve its energy goals, particularly by supporting regional countries’ efforts to move beyond hydropower.

Energy demand continues to grow in the populous and economically vibrant region of Southeast Asia, even as the need to address climate change and CO2 emissions becomes clearer. Energy profiles, security, and management in the subregion are diverse and unequally distributed, but one commonality is rapidly growing demand for energy. Experts estimate that electricity demand will double from 2010 to 2040.[1] To match this growth, some $1.7 trillion of cumulative investment in energy supply infrastructure to 2035 is required, including 60% in the power sector, with these power needs increasingly met with renewable and sustainable energy sources. The coming energy transformation in the Mekong is important, and getting it right is essential for the subregion’s sustainability, resilience, and security. The transformation to sustainable and clean energy is not only an imperative to growth but increasingly also a condition for national security.
