Alert: Restrictions on Travel Between Provinces
According to media reports, the Cambodian government has given provincial administrations authority to implement restrictions on travel between provinces in response to the current COVID-19 outbreak. In addition to the Preah Sihanouk travel restrictions announced last week, the provincial governments of Pailin, Kep, and Siem Reap have also announced certain restrictions or requirements for travelers in and out of their respective provinces.
American citizens attempting to travel between provinces and districts may encounter unannounced and unpredictable road closures. American citizens are advised to closely monitor any announcements by local governments regarding details about travel restrictions and possible road closures.

I thought the whole idea now was not to travel unless completely necessary.
Always "hope" but never "expect".

After a year of all of this people still have livelihoods and life in general to attend to. I can only speak for myself and those close to me in saying life must go on to some extent responsibly, beyond what is absolutely necessary to survival.
