All word of mouth so far. Nothing official has been released so make of it what you will.
It's now been confirmed. The third community outbreak has started.

Social Activities Remain, but Prevention Measures Tightened
AKP Phnom Penh, February 20, 2021 --

Prime Minister Samdech Akka Moha Sena Padei Techo HE has appealed to his compatriots, especially those in Phnom Penh, to strengthen the preventive measures against the COVID-19 pandemic as the new community outbreak was announced this morning.

Despite the third COVID-19 community outbreak, all social activities remain as usual, but health preventing measures must be reinforced, said Samdech Techo HE in his special statement this morning broadcast live by the National Television of Cambodia (TVK).

All social activities, including weddings and ritual ceremonies, sports activities, schools … will not be shut down, he underlined, continuing that the three ways of self-protection – wearing a facemask, washing hands and keeping a safety distance of 1.5 metre as well as the three Don’ts – Don’t go to crowded places; Don’t go to closed areas with only air conditioning; and Don’t touch, don’t hug, don’t shake hands, must be well applied.

“If we can manage [the situation] well, we can close this event no more than a month,” he added.

At the same time, Samdech Techo HE also instructed all stakeholders to continue tightening the preventive measures at the border, and called for non-discrimination against the Phnom Penh residents and the Chinese or any other citizens because COVID-19 is the global issue.

February 21, 2021
Cambodia’s February 20 community incident involving COVID-19 hotspots

Up to 13 sites have been identified as source of cluster infections leading to the February 20 Community Outbreak of COVID-19 in Cambodia.

The spots identified are: N8 nightclub near the Olympic stadium, Casa Meridian, Le Gong Guan Hotel, City Comfort Hotel, The Bridge, The Point Service Apartments, Yi Lu Xian restaurant, 18E Mekong street, Pent House Apartment, Sky Line (Dumex), Somet Condominium, Residence L Olympic and Prince Plaza Centre.

A bulk of the 32 COVID-19 positive cases had lived or frequented these places. The four escapes from quarantine from Sokha had reportedly been hopping from one apartment to another.

Ministry of Health officials who declined identification said “Contact tracing has been ongoing for the past 24 hours and a lot of people have been traced and samples taken. We fear there may be more cases which maybe announced as positive in the days to come.

“Contact tracing is tedious in this case as the number of places and venues are vast and there were many patrons in these places. Club N8 alone has more than 50 people who have been tested and awaiting results,” the official said.

The outbreak is believed to have been sparked by the daring (sic) bribery and escape of four people who were under quarantine in Sokha Hotel. They escaped by bribing two guards. Of the four, two were tested positive for COVID-19.
