Over 3 million people in Cambodia do not have toilets, says govt report

PHNOM PENH, Dec 26 (Xinhua): More than 3 million people in Cambodia, mostly living in rural areas, lacked access to toilets, the Ministry of Rural Development (MRD) said in a press statement.

Some 74.57 percent of the country's population have access to latrines so far, as 25.43 per cent, or more than 3 million people, still defecate in the open such as in fields, bushes, or bodies of water, the MRD said in the statement, which was released to mark the 11th National Sanitation Day.

The MRD added that the entrenched practice of open defecation is putting people, especially children, in danger of faecal-oral diseases like diarrhea.

Lun Sayteng, chief of the MRD's rural healthcare department, said living without a toilet and a handwashing facility could be harmful to human health, especially during the Covid-19 pandemic.

Ever had the passing aroma that you must be near a onion factory when in the big city! No, it's just piss and shit, lack of public toilets, and a usual account to see men pissing up a wall. It must be a risk to health. But follow your nose to the cities nearest public toilets.
Always "hope" but never "expect".

Five provinces in northeast Cambodia still have a high percentage of households without a toilet, while the majority of households in Svay Rieng, Prey Veng, Battambang, Kandal, and Phnom Penh have access to toilets, according to the findings of the recent population census.

Officials say they expect that Cambodia will reach the status of “Open Defecation Free” (ODF) by 2025.

Across the Kingdom, 82.8 per cent of the more than 3.55 million households now possess a toilet, while 17.2 per cent do not.

These percentages – from the 2019 census results released last month – are a drastic improvement from the 14.5 per cent of households with a toilet in 1998 and 33.7 per cent in 2008.

The five provinces which have the highest percentage of households without toilets are Ratanakkiri at 48.8 per cent; Stung Treng at 47.2 per cent; Preah Vihear at 46.8 per cent; Mondulkiri at 44 per cent; and Kratie at 38.6 per cent
.

The four provinces with the lowest percentage of households without toilets are Svay Rieng at 7.9 per cent; Prey Veng at 8.6 per cent; Battambang at 10.4 per cent; Kandal at 11 per cent. Phnom Penh has the lowest percentage in the country at 6.1 per cent.

Great idea. How do you get the Government to pay for it? And to maintain it and keep it open to the public? Otherwise it will end up like the previous NGO project. Japanese build awesome self cleaning toilet with it’s own power and water. Locals move into the public toilet, tap the electricity for their own use, and then it becomes their house.

‘Open defecation free’ status likely in five provinces by 2023

The Ministry of Rural Development has laid out the second phase of plans to reach Open Defecation Free (ODF) status in five provinces by 2023, with ODF hoped to be fully achieved in Cambodia by 2025.

Chreay Pom, head of the ministry’s General Department of Technical Affairs, told The Post on April 7 that the ministry has been implementing the second phase of the 2019-2023 National Action Plan to achieve 90 per cent of ODF by 2023. He said the Kingdom has so far reached “almost 80 per cent” of its target.

He added that, under the guidance of the ministry, five provinces – Kep, Kampong Chhnang, Kampong Speu, Svay Rieng and Prey Veng – are poised to achieve ODF status by 2023.

Pom said that plans to end open defecation would reduce its negative impact on public health, education and tourism. Studies show that each year, Cambodia loses $477 million on public health issues caused by the act, largely brought upon by the lack of proper sanitation facilities.

Figures from the Cambodian Socio-Economic Survey show that by the third quarter of 2021, 77.2 per cent of the rural population across the country had access to toilets, while about 73.4 per cent of them had access to safe drinking water.

From 2017 to 2019, the rate of access to sanitation increased from 70.9 per cent to 74.2 per cent. By 2021, 77.2 per cent of the rural population had access to toilets.

It would be an amazing achievement to stop open defecation. Maybe in the main cities it will be achievable, but I think overall the problem will be the effectiveness of the sewer systems that will have to cope. Also there's the certain individuals, mainly driver's, tuk-tuk and truck driver's, maybe fines should be in order.
But for the countryside it would be more difficult because of the toilet having inadequate waste management.
Always "hope" but never "expect".

Almost every public toilet in China either has a fee or someone standing out front selling toilet paper, because the people are stoop so low as to steal it all the time. If they didn't collect a fee they were almost unusable.

I can remember 10 years ago or maybe longer there was a law bought in with fines to stop urinating in a public place. Just like traffic laws, they are there, it's the enforcement of the laws that is the problem.

Yes, I remember that time when the law came into force too. You are so right about the law enforcement, then it is the authority that is failing.
