New York City tried that in the 1800s or so. Turned out the fight fighters would set fires in order to be called out to put them out (and get paid). Many roads are toll roads in the US. Choose to pay the toll or find a different route.
Parents can choose to put their kids in public school, private school, or home school in the US.
The key is choice. Capitalism is all about choice. Socialism is no choice.
