Driving Licence in 2021

There is a good "Step-By-Step Guide to a 10 Year Driving License" in this forum.
However, there have been recently some changes. Is there an updated version available, yet?

Changes to my knowledge are that the practical test has to be taken at the "Heavy Truck Training Center", whereas the theory test may also be taken elsewhere first.
Does anyone has made a driver licence recently (car or motorcycle) or knows about this and could share some insights?

Respectively, I would like to know:
Is the registration for the theory test at any location possible via "https://driverlicense.mpwt.gov.kh/login", including the "Heavy Truck Training Center"?
Are the English theory test questions of the "Driving Rules" app the exact same questions asked in the test (or english books from driving schools)? Has anyone bought them?
What cost for motorcycle rent for the practice test? Total cost?
