Interesting point. I would guess that it no longer applies due to the compulsory forte covid cover for new arrivals. The maximum you can purchase is 3 months, I think.

If the big man was treating foreigner positive cases for free, why the compulsory insurance...
I can foresee a situation arriving where a foreigner tests positive 6 weeks after arriving, for whatever reason. "Oh, you only buy forte 20 days?! Sorry, cannot free. You pay."
The free treatment only applies to those foreigners who were in Cambodia at the time of the announcement and have remained in country since... it does not apply to any foreigners arriving from abroad, including those who have left and returned.
